The four players are currently level 4, and I'm wondering when they should fight Gertrude Greentooth, a hag they heard about who lives the swamps. She is a green hag with quite a crap-ton of magic items (mostly centered on her fondness for collecting child teeth).
All her magic items: A mount in the form of a bubbling cauldron with legs A tattered umbrella that has a chance to block/deflect magic attacks Small pouch full of teeth that can be used as grenades sending shards of bone flying in directions and/or creating a smokescreen of bone dust A shrunken head that screams so loud it casts silence for a couple rounds Pair of seeds that can summon two giant flytrap plants (homebrewed stat block - CR 1) that also have thorn roots around them, slowing players who try to move past them. Two vases that she can set on the ground that eject barbed chains from them to restrain players for a round and deal piercing damage. Two jars of wasps that she can smash to command the wasps inside to attack players, or even force them to get in the way of player attacks directing at her (wasp swarm is CR 1/2)
What level do you think they should be before encountering this? (keeping in mind I have not yet changed any of the green hag's stat block)
Entirely depends on how you plan to play the Green Hag.
As listed, Green Hags are CR 3, so the players already have the advantage. If the Hag is aware of the party, she might be prepared, but otherwise it's very unlikely that she'll get a chance to use most, if any, of those listed magic items, unless you give her legendary actions or lair actions.
Anything that doesn't get used or destroyed becomes loot for the players.
So, I would say, let them encounter the Hag as soon as they would like, and if the combat progresses too quickly, reveal that she is actually part of a coven by having two more hags appear and trap the party. Or, have the hag controlling a small number of crocodiles, bloated zombies, or some other mob to spread the player's actions around.
Based on what you have listed this all sounds like it is part of her lair, and some of these creatures or features could be used as legendary actions or lair actions. If the players are going to her, in her home I think you don't have to worry.
If they have no magical items or potions of healing this sounds like a real tough fight that could end up killing one of them since the hag has a lot of extra crowd control effects to hinder or completely stop the players.
I would say that based on what you have that they should go but if you want to throw in a scroll or two or a few potions that could probably even the fight out a little more in their favor but I am personally a fan of Witcher mindset of if you don't prep ahead of time it can often mean your death. Ultimately sounds pretty dope and I look forward to hearing how it pans out.
