Really, any intelligent creature could work for a beholder as a thrall or slave, and others might willingly serve one. At lower levels, cultist and similar types might fit the bill, at higher levels you could see general humanoids, hobgoblins, spellcasters, etc.
One encounter i played through used nothics as spys and information gatherers for a beholder, which was fun.
