No. The EEPC was always a separate +1 source and was never integrated into XGtE. The only source that was included in XGtE was the Tortle source book. If you wanted to be a tortle then you could choose XGtE as your +1.
However, there may be some confusion because a lot of the spells and some of the other content (but not everything) from EEPC was reprinted in XGtE. As a result, you had the ability to choose XGtE or EEPC but XGtE contained a lot of the content from EEPC so unless you wanted a specific race or feat then you would choose XGtE. There is a similar situation with content from SCAG that was reprinted in XGtE (e.g. swashbuckler rogue archetype etc).
Are they ever going to release DM guide for season 10?
Also any update on Tasha's and if it will offer a rebuild.
They actually just did on Halloween (or day before). It is pretty barebones and mostly only adds spellcasting services and some stuff about shops in tentowns.

DM rewards are separate from ALDMG and haven't come out for s10 yet afaik. I think we are still using s9 DM reward rules until mentioned otherwise.

Are EEPC races (Genasi specifically) no longer legal? I get Aarakocra caused issues, but Deep Gnomes and Genasi were still pretty cool.
I seem to remember hearing that resource was looked at as kind of a sub-source of XGtE for AL purposes. Can someone confirm or correct that for me?

It varied. I would ha e to look back but i think it was a free rebuild on the first major update but not on the subsequent ones.
