I was curious if any one has ever played in or DM'ed a campaign where all the players are effectively locked in at one level.
The reason i ask this is that whilst discussing ideas for the next campaign one player brought up the idea of being "locked" in a sense of stats and hp at a single Level and using RP to improve their characters whether it was through feats or just a new proficiency. Everyone else in my group thought this was a good idea
I have some ideas as to i am meant to accomplish this but was looking for some additional input.
At the moment i have decided to allow the players to create their characters as if they were level 10, this should give many of them the ability to create the basics of their characters. However im unsure what i am meant to do when it comes to magic. as this will eliminate any spells over 6th level. one solution i had come up with was to change the spells slots to something more "gamey" by turning the spell slots into what could effectively be translated as mana so a level 4 spell slot would be worth 4 mana. but i am usure if this is a good work around or not.

Anyway any assistance would be appreciated.
There's this Variant: Spell Points variant rule in the DGM, if it can be of help.
