It is a slight possibility that the rolls may be genuine, but I would suggest-if they are using an application on a device-to screencap it. This way, you'll have the time it was rolled, even though this could be evaded by clicking until he gets what he would want.
I'd really just suggest using physical dice. I typically lend out dice for use in games if the players don't have them. I never understood why you would want to cheat in D&D, considering that takes the entire narrative perspective out of the equation, but the best way to combat it entirely-in my opinion-is to confront the player if they truly are fluffing rolls.

As a DM I also cheat all the time, so my players stay alive.
I sometimes fluff rolls as a DM to give minor aide to the players-especially if they're down on their luck-but I would not give them everything. I do not want to tell you how to run your game, but from experience I can say that players want challenge, and I have been thanked for killing PCs before in the pursuit of said struggles.

We play by skype and the attention is not always there, also I'm a beginner DM, so I don't always make the right encounter. I often need to cheat to make the encounter more difficult, more easy or simply save the players if they make a big mistake. I would call it more being loose with the rules.

Currently DM : The Sunless Citadel with bloodthirsty players.
The DM cheating is really just considered 'improvising!' :P But at the end of the day, whatever encounter you build will always be the right one because it makes sense to you and the plot.
When it comes to attention, the best thing you can do is give a break in the session where everyone can go get another drink or snack, or use the restroom.

Cross between an IRC chat room, and a dice roller. The thing is, the dice rolls are part of the public room log; I can't see how anyone could cheat that way - although the DM making hidden rolls is an option with the room commands. Just say that private rolls made by players don't count.

His big reason is because his character sheet is in Fantasy Grounds (all the games he runs are done online through FG) so he likes to keep everything in one place. Which I get, but it's still a problem.
