I think a colossus will probably be pretty difficult no matter what level the characters are at, seeing as it is Cr 25... So I'd probably, instead of just throwing it at them, have the fight happen in an area where creative players can leverage enviornemental stuff against the colossus, stuff like explosives or loose cliff faces, or with powerful allies on their side. It also depends on wether or not it is a boss fight, or a less climatic encounter. I would only recommend colossus's as boss fights, maybe even only as the culmination of a whole campaign. Just a random encounter with one or a fight with one out of the blue is just not a good idea. Give them warning and time to prepare. Big CR monsters take more planning and care. If you insist on just base stats vs. players with magic items, I'd say at least level 17, and with 1-3 legendaries and/or an artifact with good combat application, plus 4-8 very rares and plenty of lower rarity items.

Depends a bit on what abilities the PCs have. Combine plant growth to keep it in position, raulothim's psychic lance to burn off legendary resistance and then incapacitate it, sources of damage, and willingness to hide behind cover, and you can probably win at level 10-12. If your plan is to just win a slugging match, you have to deal with it doing a base 192 damage per round melee or 132 ranged with the ability to move 150' per round, which will make it rather hard to prevent it from killing a squishy every round unless you have access to things like potion of invulnerability.
Long story short, what level should a party of 4 be to have a decent chance against a colossus?
(My plan was level 15 with magic items. Barbarian, Cleric, warlock & fighter, most likely)
