Well, it mostly doesn't; it exempts you from the part where you get revealed by making an attack roll, but not the part where you get revealed by casting a spell with a verbal component, and I cannot find any spells that have an attack roll but do not have a verbal component.

Its more a matter of i always associated skulker with bows.
