So, I'm in the process of building a game for my players using the Guildmaster's Guide to Ravnica, and during my construction, i came across an interesting card that was spoiled for Ravnica Allegiance which is basically a screaming shield.
I wanted to see if I could implement this card as an item in an interesting way. In specific, i wanted it ti be such that when the shield is used to make a successful block, it screams with an ear-splitting shriek that can stun the enemy, but also the player at the same time. Does anyone have any input on how to make something like this interesting, yrt balanced?
If enemy hits creature within -5 range of creature AC it counts as a block. then shields omits loud scream. everyone in 20ft radius requires DC15 wisdom check. on fail creature is stunned until end of its next turn.
I think it would be a more interesting trade off if it hits everything in a certain radius around the shield. including both enemy and allies. making it more of a trade off and tactical element.
Also the player characters can stuff their ears with something. Giving them advantage, or a bonus, towards that Wisdom Check. Meaning only enemies will suffer. Making it tactically interesting for the melee character to charge in and do some crowd control.
Shield of Screaming A beautiful shield of polish metal. A golden face of a humanoid screaming is carved into the front of the shield. When a creature attacks you but misses, there is a 20% chance (add 10% for each additional AC bonus) of the attack hitting the shield instead. When the shield is hit it gives a loud scream that can be hear within 500 ft. You and every creature within 10 ft of you has to make a DC 14 constitution saving throw. On a failed save you take 2d10 thunder damage and are stunned until the end of your next turn. On a successful save you take half damage and suffer no additional effects. Creatures who can't hear are immune to this effect entirely.

That's an interesting take, I think. It's quite a powerful effect, but can also harm the players. I might not give it to them until they've gained a few levels first.
Also, there isnt really anything in the compendium that i know of that regards to anything like a flashbang grenade. I would imagine it would be a pretty straightforward effect: make a wisdom saving throw and if you fail, you're stunned. Maybe something like an Alchemist's Potion. Any thoughts?
Rod of Blinding The rod is of an unknown black metallic material, and shorter than most rods. When used, you choose a point that you can see within 30 ft of you and throw it. Every creature in a 20 ft square radius around the point you chose has to make a DC 14 constitution saving throw, or be blinded for 1 minute. Creatures with no eyes are immune to this effect.
