It's worth noting that if you set up a campaign on this site and require him to use the D&D Beyond toolset to build his character, these problems largely go away.
We allow bucklers and kotes to be wielded by duel wielders, but this doesnt grant an AC bonus (this was originally put in to substitute a block action anyway). It does however mean that their actions are flexible and can be spent attacking or blocking under whatever rules you follow for defense.

Ask him why his stats are wrong. He will either explain and youll see his mistake, correct him and alter his character and bobs your uncle its resolved.
Or he will fumble for an explanation, youll see he's lying, in which case you inform him that changing your character outside of the game without permission from the DM is cheating, and you wont tolerate cheating in your games. Then alter his character and keep an eye on him in the future.
If he responds explosively, or in a less than cooperative manner, then kick him. Besides, who wants a cheater in their games?
If your friendship is affected, thats okay. Someone who stops being friends with you because you call them out on poor behaviour isnt someone worth being friends with.
Give his character a stroke. The universe is cold, lonely, and uncaring.
