I felt like the Animate Dead spell should be one of those spells that become permanent after being used multiple times. I suggest that after resserting control two times the undead is forever yours. What do you think?
I think that might lead to some balancing issues. I mean, as it is now, a 6th level necromancer can create 6 undead per day. Within just a few months you're going to have an army of HUNDREDS of undead working for you. At 6th level!
That's a bit much, I think.

Though ironically, Animate dead is on the cleric's spell list which is kinda weird. But i guess for the sake of Evil clerics?

I think that if you read the rules. Spells do become permanent after a certain usage. This usage can range from a spell that has to be cast every day for a month up to spells that require to be cast every day for a year or even decade.
For Animate Dead... I'd say cast it every day for a month to make that permanent.
Maybe if you include a costly expended material component, like some rare gem-inlaid chalk that must be used to write sigils on the target's skull or head, your control of them becomes permanent? That way you aren't casting the same 3rd level spell several times over on the same zombie, but you don't have an unbalanced army of skeletons for free.
Maybe some homebrew ritual, or just cast the spell as a ritual that would allow it to be permanent. Then treat it like a ranger’s companion, if you cast it again, the first one goes free. Let’s you have your pet without constantly casting, but seems it wouldn’t be unbalanced. Especially if you use those other companion rules, like it costs your action to command it.
Now i think about it, either give the Necromancer getting an eternal homework to maintain their army that'll make them hate themselves for ever picking a Necromancer since if you forget you'll lose some of your hard work, or somehow asserting control over them permanently and possibly end up with a nation wide army of undead that'll be impossible to hide.
I'd say maybe an item of high rarity with the capability of asserting "permanently" control over X amount of them as long as the item is in the necromancer's possession and attuned. That sounds kinda fair right?

Perhaps add the onyx material component from Create Undead? If used, it's embedded in the skull or bones or whatever of the skeleton or zombie, and allows it to be permanent?
If you want to make the risen creature(s) permanent, I would say to balance that out by having it "reserve" the spell slot used to cast it. That is, the spell slot is considered "used" for as long as those creatures exist. Long rests do not restore the spell slot as long as at least 1 creature cast using that spell slot remains.
