Material for a city in general, you can probably look to the Guildmasters' Guide to Ravnica, as that is basically a world sized city, so literally everything is city-based.
Aside from that, check out any of the "Metropolis" sized cities and find content about them: Baldur's Gate (pop. 125,000), Waterdeep (pop. 1,47,680), etc
This isn't 5e content, but if you're willing to convert, Green Ronin put out a source book for Aldis, the main city in Blue Rose. The entire book is about the city, broken down by neighborhood. Lots of plot hooks, too. https://www.drivethrurpg.com/product/247956/Aldis-City-of-the-Blue-Rose
(Blue Rose uses the AGE system--3d6, one of which is a special die that determines stunt points, degree of success, healing, etc).
I’m going to second the recommendation of Lankhmar, first edition. The map had districts that would change every week or month. You had multiple templates for what was in the district, a homeless area, a tent market area and things like that. It really gave a “living city” feel to playing in that city.

Any material out there?
I’m not adverse to converting non 5e (or even non-D&D) material if the content is good.

Material for a "Sandbox" specifically? No idea.

Ptolus is getting a 5e update. I think there was a kickstarter for it, but not sure when it will be done.
Has anyone considered Curse of the Crimson Throne?

The 1st Edition Lankhmar module is great if you can find it.
It's the city Fafhrd and Gray Mouser had their adventures in and around.
