Since you haven't assigned a rarity, the strength level is irrelevant. However, the bigger issue is that the descriptions aren't well written, and the mechanic used is going to add a lot of complication to the game.
I'd recommend finding a published magic item that is similar to what you want to achieve, and then copy/edit the description of that item as little as necessary to realize your own. Then repost it into the Homebrew & House Rules forum for additional feedback.
okay so i made two magic items ( one necklace and ring ) i am thinking they might be a bit to strong.... what you think???

rarity is unknown and description is not much but anything the GM can use that
Both items need better wording, but if I read it right, these should be about the rare rarity.
