I'm working on this take on a white dragon. It's using the Gorgon stat block as a base:
Juvenile White Dragon Large dragon, unaligned Armor Class 20 (natural armor) Hit Points 102 (12d10 + 36) Speed 40 ft., fly 25 ft. STR 16 (+3) DEX 12 (+1) CON 16 (+3) INT 6 (-2) WIS 10 (+0) CHA 14 (+2)
Saving Throws Dex +4, Con +6, Wis +3, Cha +5 Skills Perception +3, Stealth +4 Damage Immunities cold Senses blindsight 020 ft., darkvision 120 ft., passive Perception 13 Languages — Challenge 5 (1,800 XP) Playful Pounce. If the juvenile dragon moves at least 20 feet straight toward a creature and then hits it with a claw attack on the same turn, that target must succeed on a DC 16 Strength saving throw or be knocked prone. If the dragon is flying for this movement, it must land. If the target is prone, the dragon can make one additional attack with its claws against the target as a free action.
Actions Bite. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 18 (2d12 + 5) piercing damage.
Claws. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 16 (2d10 + 5) slashing damage.
Frost Breath (Recharge 5-6). The juvenile dragon exhales its frost breath in a 30-foot cone. Each creature in that area must make a DC 15 Constitution saving throw, taking 18 (4d8) cold damage on a failed save, or half as much damage on a successful one. In addition, on a failed save, any targets begin to be encased in living ice and are restrained. The restrained target must make a DC 13 Constitution saving throw at the end of its next turn. On a success, the effect ends on the target. On a failure, the target is frozen solid and petrified until freed by the greater restoration spell or other magic.
At the time I conceived this, the Young White Dragon was "too big" and the Wrymling was too small. I also wanted to do something with the cold breath besides "damage". I really liked the Gorgon's petrifying breath so I was building off of that but made it look like a dragon.

Is there a reason why you aren’t using a white dragon wyrmling or a young white dragon with some modifications?
