I have a Way of the Four Elements Monk in the campaign I am currently running. Im wanting to homebrew some Magical Tonfas for them but im having problems with creating the base weapon mechanically.
I know most people use clubs as the base weapon for damage die and type. Should unarmed strikes be affected with these weapons?
Also, Tonfas are dual wielded kind of inherently as a weapon. Do i need them to equip 2 of them? Should they come with dual wielder or two weapon fighting style as a perk to make them work better?
Im pretty sure I can add all my flavor in once they are made...im just unsure of how to make the base weapon.

Clubs, as long as you don't add martial and heavy properties, is by itself enough to have the equiped item to gain the correct attack bonuses and the martial art damage die. You can literally copy a magic club, rename and save it and it just works.
Tonfas are typically dual weapons (but not always; a policeperson's nightstick are frequently wielded as a single tonfa). So you could do one of the following:
Have them as a pair of items, and have the character equip them both normally and do nothing.
List the item as a "Tonfa Set" and note that you cannot wield another weapon or shield in the offhand. For a monk this is just fine. For any other class using them, the down side is you cannot do two weapon fighting correctly, as you would need to add it again, and mark it on the sheet as a offhand weapon. In that case, you might as well do #1 above. Or restrict them to monk only, and bypass the problem.
As a set, you could indeed grant feats like dual wielder, or bonsus to AC etc. For a monk though there isn't a need for the two weapon fighting style, because for monk weapons it doesn't matter. This is enforced on the character sheet with any club. Mechanically not an issue. But, if you did, I would think about if only a monk can use them and/or attunment requirements.
