Currently the only levelling feature that is character level dependent is proficiency bonus, however I would argue that it would make sense for other features (particularly Ability Score Improvments/Feats) to be too. I would love to hear your thoughts, opinions and suggestions on this to help flesh out this house rule.

I find it illogical that characters would gain ability score increases or feats based on class level. From what I could find, it appears that this was intentional to make it less beneficial to multiclass, however it makes little sense that a 4, 4 multiclassed character could hypothetically get no ability score improvement until level 7 and then immediately get another at level 8.
Under certain situations, I'm sure that this could be open to abuse from players but given that this is a house rule, it would need to be run by the DM first anyway (and in the worst case scenario could be redacted if it becomes problematic).
For multiclassing as a fighter or rogue, this gets tricky/complicated however and while I have my own suggestions, I would love to hear yours.
For Fighter multiclassing: I would allow the option of an additional + 1 to the next ability score improvement when the class level increases to 4, 6, 8 and 9. Alternatively, the character can sacrifice the following 2 of these for feats (i.e. one feat at class level 4 and one at level 8 instead). As such, a Sorcerer/Fighter would instead receive 3 points to spend at the following character levels: 8, 12, 16 and/or 19 (assuming they had reached at least 4, 6, 8 and 9 in Fighter respectively). For example: a multiclass character with 6 levels in the Fighter class would receive 3 points instead of 2 at character levels 8 and 12 only.
For Rogue multiclassing: I would allow the option of an additional + 1 to the next ability score improvement when theclass levelincreases to 6, 8 and 9. Alternatively, the character can sacrifice the following 2 of these for a feat (i.e. one feat at class level 6 and 1 ability score improvement point at level 9).
