Spells(not spells homebrew, class, race, background traits) have the "Cast at Level" and I think this is for the tiefling's infernal legacy trait, where you can only cast hellish rebuke as a 2nd lvl spell(I copied tiefling to find out for sure). But when you click "Cast at Level" 1-20 comes out, not 1-9 spell level. Is "Cast at Level" casting at char level or spell level?
What's interesting about the drop-down going higher is that you could theoretically have a spell that can be cast at a level above 9th; there's nothing in the rules to say that a scalable spell (e.g- one that does extra damage at higher levels) can't be cast above 9th level, it's just that no spellcaster can normally do so, and we've no way to homebrew 10th level or higher slots (or add slots in general).
Really I'm just surprised that the capability exists in the UI, as most homebrew features are limited to what's available to official content and no more. I've never actually tested to see if it works in the character sheet though.

I have just tested. And it is spell level, though not as you propose. It lets you choose up to level 20 spell, but makes it level nine. So choose any number above 9 makes it nine on the character sheet. I suppose it's wrong, and should be fixed. Will do so!

I'm not sure why 20, but this isn't where you limit availability of a spell.
For a sub-class, you limit availability by setting the level at which a class trait is added. For races the Spells have a separate "Available At Character Level" box which is where you set the level it is gained.
Spells are also limited by available spell slot levels, but only if they're not bound to charges/limited uses.
It's a very confusing mix of inconsistent UI options!
Edit: Didn't see you'd already replied again, sorry! Interesting that 10+ doesn't actually do anything, in that case yeah, seems like a bug.

It's about what level they gain access to cast it at. So no level 9 fireball, but they can get fireball at level 9, though still as a level 3 spell.

I don't think that's right. I'll go test it, but I'm still not sure... Why 20? Why not 10? I still don't think it's right.
