as previously mentioned raw healing is not something the wizard is supposed to be good at, wizards allready have an broad spell list with an wide array of effects and this is one of the areas where the wizard has nothing, but beyond that creating a spell that is just outright weaker than other spells is not very fun, the idea in this edition is that every spell of the same level will be as powerful as every other spell of the same level, regardless of what class gets it
if you really want to make an wizard spell that can heal, you should look at the life transference spell from xanatar's guide to everything, it is the only spell available on the wizard spell list from an official source that can restore hit points to another creature, and it is rather different from how other healing spells work (life transference is also available to clerics btw).

i am soup, with too many ideas (all of them very spicy) who has made sufficient homebrew material and character to last an thousand human lifetimes
As the others said, healing is something wizards should not dabble in. But if it must exist, I would change the name to something like 'Arcane Repair' and make it a ritual, that takes 1 minute to cast normally. Just so that it doesn't make wizards even more combat versatile.
+1 to Wizards not crossing into consequence-free healing.
They can get magic items, or multiclass, if they really want to heal. As mentioned above, Life Transference already exists and is about as good as it should get.
However, I see no issue with a Wizard amplifying the healing effect of another player. For example,
If a Cleric casts Cure Wounds, a Wizard might be able to get away with something like "Arcane Echo", whereby the effect of Cure Wounds is repeated the following round at reduced power. Burn a slot equal to the spell being echoed to duplicate it, up to 5th level. Essentially metamagic without the spontaneity.
It could be written as the mirror of Counterspell, requiring a DC check equal to the spell being echoed.
I revised the spell to lo less healing, but is getting downvoted. Is it too broken still?
