[Did I get a good enough look at this runner to be able to Disguise my Self as him? Also, is the ground out here soft enough to show footprints?]
Not likely, you could mimic his clothing and approx height maybe. There would be too many footprints through here, would be difficult to determine which belong to him, but you could attempt a check against a dc20. Maybe you get lucky
Assuming Sparhawk can't catch up, he stays in same location, keeping on eye on Abernathy's house and front door way. Don't want any unwanted visitors heading in. (Perception if needed for additional spys, watchers of the from that location.
[Makes sense. So is Sorsha's illusion south of her position, closing off an escape to the east? Can she get to the intersection in time to block him off at the west end too?]
Bjorn uses Mask of Many Faces again, turning into Fist Scarsguard, and steps out into the street, shouting at every person within earshot. "That man in [whatever clothes the guy's wearing] just stole from the Third Ship! Fifty gold pieces to anyone who brings him back here alive! Get moving!"

Yes, her illusion is at that juncture i assume. She wouldn’t be able to get there in time, dude is booking it
The sun is sitting low in the sky, and as you call out your offer of reward, while looking like the Fist, several window shutters pop open and head stick trying to see who you are, and what you are saying. Roll persuasion
So Bjorn has done his action of changing disguise and calling out trying to enlist the people to track the spy, if he wishes to move he still can.
We will wait until frangipani does her action so we don’t get too twisted up. When we get to Eberks turn, his ten minutes ritual will be complete and he will receive the results and get to do an action
( Cat speed is 40' so she's going to do her best to keep up with him.)
Rolls as needed-
Perception:21
Stealth: 11
Athletics: 20
Acrobatics:4
That would let you get to the west side of the building a little more than halfway ( a little further south than Sorsha) if you dashed. You can see the guy as he pops out of the alley heading west, he makes eye contact with the large, dangerous looking cat bee lining towards him. He tosses some sort of canister behind himself towards the rapidly approaching beast. With a flash and a loud boom the canister detonates creating a thick black cloud of smoke, heavily obscuring your view. The cloud takes up a 10’ radius.
(I'm sorry, I just don't get where Sorsha's illusion supposedly is and where the spy is now, I can only say that Sorsha would keep using her silent image to try to block the spy off at the end of any alley he runs into. Mechanically I guess the spy would use an action to throw the canister. If she can't catch up to stop him she'll just give up on the chase now.)
Eberk will finish his ritual and make his way out to the balcony. As he watches the commotion his party is causing, he shakes his head and takes a swig from his water skin.

And here is the room Eberk has opened the door to and is ritually casting detect magic…also called the blue light special which takes 10 mins

Bjorn will run off to the west, to hopefully have the best sight lines.
[Oof.]

The people who looked out their windows, shut them again and go back to their dinners or whatever they were doing previously.
Vars, Sorsha, Eberk will go simultaneously.

When his turn, Sparhawk heads back to the house and checks on Eberk
Eberk will finish his ritual and make his way out to the balcony. As he watches the commotion his party is causing, he shakes his head and takes a swig from his water skin.
