And based on previous experience with the Web-Fireball maneuver, would a fireball cast behind a Web pass through the web to the desired explosion point, or explode on contact?)
A "bright streak" would go through the web to the explosion point, possibly catching fire to the webbing and anything caught in it.
Web spell: "The webs are flammable. Any 5-foot cube of webs exposed to fire burns away in 1 round, dealing 2d4 fire damage to any creature that starts its turn in the fire."
Fireball Spell: "A bright streak flashes from your pointing finger to a point you choose within range and then blossoms with a low roar into an explosion of flame."
I do not see anything that says any of those three spells, including Sleep, require line of sight as long as your target is within range, although it would be easier to aim if you could see what you were trying to hit.

Orion will head down the stairs after Deragor and Brickbreaker. He will hurry along to pass them, so that he can scout out the path and hopefully notice any dangers on the way. Keeping an eye out as always.

Taxidea runs down the stairs and casts Burning Hands at 2nd level aimed to catch as many of the attacking Goblins that attacked Prim and Orion as possible while missing members of the party. "BURN YOU BASTARDS!" He yells. DC 14 Save for 1/2 damage. 10
He'll use metamagic to empower the spell and re-roll 3 of the damage dice. New damage: 16

Injured goblins are everywhere, especially within ten feet of Prim and Orion. No uninjured goblins are there.
You can web most of the surviving goblins in a 20' cube except for the ones Deragor and Bolin are fighting. (Well, you might be able to get the one Bolin is on.)
Most of the goblins have lost interest infighting at all and are trying to nimbly escape from Taxidea's Burning Hands.

As you get to the bottom of the stairs and look across the river, you notice Svelta on the other side with her hands and feet tied up.
Deragor yells and leaps off the stairs as if to attack some unseen figure.

Prim, you see Deragor fighting with a big goblin. Other shadows are creeping around nearby.
Suddenly, thirty goblins jump out of the shadows and attack Orion for 56 hp damage and Prim for 43 hp damage.
Bolin jumps on the back of one and begins pounding its face.
You hear more banging and the splintering of wood as the door above begins to fall apart.

If that doesn't reduce the 43 damage, she's at neg 16.

As Prim casts shield as a reaction to the rush of goblins, she only takes 26 hp damage.
