I don't know whether you consider magical attacks like that an "unprotected flame" that warding wind extinguishes. Honestly, it would be an unexpected extra buff from Warding Wind if it defends Val against spells like Produce Flame, but if it does, then I wouldn't expect Val to be able to attack with it. If Val doesn't know until she tries, then I guess she's going to try it. If she knows that it will not work, then I'll have to adjust her action below.
Question 2. If we have multiple attacks per round, can we basically say that the second attack "targets X or Y (depending on whether first attack killed X)"?)
This post has potentially manipulated dice roll results.
Valrieth is a little sad to see a harengon die, but she's glad that Agdon is no longer a threat to Gan-Re. Seeing that the brigands still attacking, she turns her glowing gaze to the other harengon. She stuffs her star chart in her pouch and hardens her heart against these determined scoundrels.
Val casts produce flame and hurls it at Brigand B, the one who hit her with a club earlier. She then draws her arm back like an archer and sends a radiant bolt at Brigand B (or, if Brigand B is already dead, at one of the remaining snipers.)
If Brigand B is still standing, Val holds her ground at the point where the causeway slanting from the boat to the NW meets the other causeway that heads SW. She wants to give Finley the opportunity to get out of the warding wind's AOE on his way to the ice boat while she keeps the warding wind between the snipers and Finley.
If Val already killed Brigand B, she'll give Finley a "come on" wave and head back down the causeway to the SW. I think that she can get back to the spot where she was before in this post in one round. Finley might be briefly uncovered by the wind, but he should be able to catch up and get into the AOE by the end of this round if he follows Val when she moves.

Finley sees Valrieth make it to the causeway that heads north from the 3-way intersection, but her attention was on navigating the rickety causeway and not on the sniper. You hear the sound of the bowstring and then see Val stagger back a step as an arrow pierces her armor and stays there, sticking out of her torso. (Over the warding wind, you cannot hear her gasp and squeak.) But the warding wind continues to swirl around Val, so you know that she's not dead, yet. The tough little harengon raises her chin determinedly, panting a little, her attention fixed on the sniper who hit her.
Val's still-glowing eyes glare balefully at the sniper in the boat, and she starts to march grimly north along the causeway toward him, wincing a little less with every step. She would have been happy to take him prisoner, but this sniper continues to choose the path of violence. Val realizes that death may be the only option for dealing with such resolute brigands. If that is the fate laid for him, she thinks, let me be the Fates' instrument.
Gan-Re attacks Brigand A with his Axe using another reckless attack, his blood is really up.
If Gan-Re kills Brigand A then he flies as close to the sniper as he can get, putting himself between the sniper and Val. If he doesn't kill Brigand A then he doesn't move

About how long & wide is the boat?
On Val's turn, is Gan-Re already in between her and the sniper? Or is he still on his way over? That is, does she have a clear ranged shot at the sniper on her action?
If Gan-Re kills Brigand A then he flies as close to the sniper as he can get, putting himself between the sniper and Val.
Gan-Re's flying speed is 50 ft. If he flies directly to the sniper, it looks like he could basically land in their boat if he wants. If he flies first to Val and then toward the sniper, he won't quite make it to the boat this round, but he might spend more of the turn in between Val and the sniper.
As Val marches toward the sniper (along the causeway that leads north from that 3-way intersection), she attacks with her starry archer form. Then once she gets within 30 ft. of the sniper, she stops walking, catches her breath, and then casts a spell.
