Kragen has proficiency in Persuasion, giving him his proficiency bonus. His supporting stat only offers an additional +1. Given that, a non-proficient individual with a high charisma easily matches or even outdoes Kragen at Persuasion. Fey typically have a high CHA stat.
Lastly, I do apply situational modifiers to the use of skills and abilities. Where the situation is "right" I proceed without checks. If the situation is "wrong" I will offer a check to see if you get lucky.

I agree. I am concerned whether we could kill the hags without considerable cost. Lightning bolts are no joke, and the dragon ran away even after one hag was dead.
As for the sack-o-babies, I don’t see a viable option other than leaving them at the local daycare, with threat of righteous fury if any harm comes to them.
