Yes, that is correct.
You may always interact with one object for free during your turn. This may be during an action (draw sword and attack, or in this instance, take sword and attack) or it can be during a move (open the door and walk through).
Anything beyond that free object interaction and then we get into the territory of a character needing to dedicate one's action to the task(s) at hand.
When characters earn enough XP to gain a level, they may do so after completing a long rest.
[While this is not strictly required RAW, I find that doing the RAW leveling up 'mid-dungeon' causes confusion with players ... so rather than argue semantics ... long rests will be required to level up.]

That is a question you get to answer each time the character gains a level.
My only 'stick in the mud' caveat is that if you roll ... then you are taking the number. There will not be, in other words, an opportunity to roll ... not like it ... then decide you are taking the fixed value.
PHB, pg 15 — Each time you gain a level, you gain 1 additional Hit Die. Roll that Hit Die, add your Constitution modifier to the roll, and add the total to your hit point maximum. Alternatively, you can use the fixed value shown in your class entry, which is the average result of the die roll (rounded up).
Oh dam, I already upgraded everything. Ok, so no wildshapes and that extra spell until we go to sleep. No problem
No worries. Folks can level their sheets up as soon as they want.
I have the 1st-level sheets saved elsewhere and the current hp and other consumables tracked ... so on the off chance we get into trouble between now and a long rest ... I know where folks stand without needing to reference your sheets.

Hey, I did name the sword itself Faen. All cool swords have names. Maybe we could shorter the whole name like ‚Faen‘s Silver‘?

I removed the silver short sword from Ichep's sheet and added one to Balen's sheet.
@SunDial, rather than create a custom action, I just added a short sword and gave it a custom name, and added the note 'silver' to the description.
I think it's neat to name the sword. Something like Faen's Silver Song or something.

I'm good to go, but if everyone's spell slots are spent and stuff, it might be wiser to rest and level up.
