Yes. But when the stat block doesn't have a skill listed it is just the straight attribute, it's like not having proficiency in Athletics, you don't add your proficiency bonus and go with just your STR.

The brute laughs heartily as he quite literally sweeps the elf off his feet. He grabs the fool's ankles together, and picks him up like a weapon. Then he turns and addresses the crowd.
"Alrigh'! Which o'ye are Silver Daggers? 'Cause I'm here te beat the holiest of hells outta ye, an' I just got the club te do it!" He gives the elf a good practice swing. "I'll do it, or I ain't Fist the Fist!"
...well, technically he wasn't, but only the lil' Lace and the old man are privy to that gem.
"Now, e'er fight me, or gimme yer boss! Otherwise, I'll break e'ery last one of ye!"
The elf is shocked and surprised to be hoisted off the ground and... 'wielded' as a... 'weapon.'
"HALP!" squawks the elf.
From the end of the bar a fat, grizzled looking human pipes up, "Garfin's not here. Try the docks or the marketplace." He then gets up from the barstool, turning to face you, "Or you can drop the elf and fight me. He almost had you before you grabbed him so I'm not too worried." He finishes with a forced chuckle or two.

From behind the fat man, the well-dressed gentleman taps him on the shoulder with his cane.
"I'd advise you to leave my friend alone, lest I decide to shove this cane up your arse, or kill you right here and now with my teacup." (the man is clearly not bluffing, he seems to have supreme confidence he can beat the fat man with a teacup.)
Fist and perhaps a few others might recognize the thin man. He was a former hexagon light division fighter, who had gained the attention of Biscotti. Biscotti had decided to hire him as a bodyguard, but he had been gone for the past few years, his street name was Dux, Frank Dux.
Fist ain't the type to remember names. The face looks familiar, but he doesn't remember. Instead, he simply accepts that the foppy fella is workin' with him. He cracks his neck, producing another racket like a tree branch snapping, and nods at him.
"You and te wee Lace, go find this fella Garfin." He drops his new 'weapon.' "An' take te elf, would ya? I ain't don' wit him." He takes a deep breath and shrugs off the first fool's sorry little strikes. "I'll join ye shortly. Firs' though, I gotta beat this sorry sod's arse!" He angles to the fat bastard what shot him a challenge.
A orphaned kid who started as a nobody, Frank Dux was the nickname he earned when he started fighting, boxing, and wrestling as a source of money. Biscotti enjoyed gambling on some of these fights. He took an interest in Dux, who began to win him some money. Biscotti took the virtually homeless teen under his wing, giving him better food, shelter, and even training resources. This symbiosis allowed Dux the resources to develop his skills further and win more matches. Although small, his tenacity was known, and he raised in the ranks of the street fighters. Eventually, Dux moved away from the ring when Biscotti offered him a job as a bodyguard for a big heist. Not much is known of the heist, but when it went upside down, Dux took the hit for Biscotti, and served time for him. To her knowledge, if this is indeed Dux, has been in prison since the heist, 2 years ago.
Etienne winks at Fist, collects his winnings from the bookie, grabs the elf with some difficulty, and heads outside, using his cane as leverage and dragging him.
He looks at Lace. "Hum....haven't heard that name in a while." Then, he drops the elf to the ground unceremoniously. "Tell Garfin the Raven's wanna have a little talk with him, see if we can.....work out our little misunderstanding. Now, scat!"
The small man is extremely well dress and groomed. He wears a custom-fitted suit, complete with top hat and cane. He seems to be in his mid 20s, and conducts himself like a gentleman.
He looks back at the lady, "I'm sorry, have we met before, I"m known as Navarre, Etienne Navarre." He holds his hand out in greeting to her. Lace notes on his wrist, is a raven tattoo.
"No, we haven't met, Mr. Navarre. I'm Lillian LaRouge, called "Lace". Her smile turns dour. "NOT "Lacey!"" Her smile returns. "I joined the Ravens after you were incarcerated. Perhaps you've heard of the "Ripper" murders? Mr. Fist & I found & took care of him. How about you? Do you go by "Dux" or "Navarre"? And do you think we should wait to make sure Mr. Fist makes it out alive?"
Asbestos, with his head in the trash, had been licking off the scone crumbs from Etienne's plate. No, the plate wasn't in the trash. It was in the wash bin, perfectly washed. He was just licking off whatever crumbs happened to fall when Etienne scrapped it off before the wash. He also found a half-eaten apple (yum!) and perhaps spaghetti (but let's not get into that shall we-). He slurps up the rest of the noodles that fell.
For some reason he is feeling more animalistic today. It wasn't like that when he woke, but it was now. Like he knows when he gets like this. It feels like a wild tingle in his veins, electricity in is teeth. His thoughts feel clouded like they were in spaghetti. The changeling tries his best to be sneaky. He bids Smithy and Steelclaw ado - that he was just gonna check on the body in the back (the one he buried of course!), the one he thought was Fyn. He slips out into the daylight and walks over to the back of the building of headquarters. 'To the head of the quarters and the quarters we live in,' he thinks. He stares at the mound before he heal-face turns, slowly puts on that detective cap, and dips out.
He takes on the disguise of some random human woman with blonde braided styled hair and brown eyes. 'Where oh where can Fyn be? My baby. My baby Fyn come back to me~' He follows hot on the trail- or maybe just lukewarm- to wherever Fyn went.
Etienne raises an eyebrow, "Etienne works, but some call me Navarre." He thinks for a moment, "Ah, I have heard of you Lace. It is my pleasure to meet you. I did not recognize you at first with the disguise." He looks back inside, "Well, he did ask me to leave, so...I guess he wants to do it on his own terms."
He strokes his finely groomed goatee. "I've been meaning to find you actually, and I'm not sure if you received my message." Post 386

"With the death of Biscotti, the Silver Daggers have an order to kill and disrupt the Black Ravens. They are trying to take advantage of the chaos, and rise up in the ranks. I have found the Ravens to be in a chaotic state, with no clear leader. Some are running around killing people, others robbing, some doing petty crimes, and worse, turning on each other and distracting our loyalty. This disorganization will be our undoing. The daggers knew the Raven's would act this way, and they are capitalizing on it. I've tried speaking with some of the Raven's, but many seem intent on their own purposes, and don't seem to see the big picture."
Etienne ponders for a moment, then decides to trust Lace.
"I should also warn you since you will undoubtedly hear about it when you return to the guild house. Unfortunately, my actions have... offended some of the Ravens. I wanted you to know that some of my methods are...disturbing to those of a lighter constitution, but...it was necessary. You see, I am a person who doesn't take things for granted, and when my friend died, it was remarkable that no one knew how. I needed to rule out the cause of death of Biscotti, and confirm it was indeed him that was buried.
"I fear, going and speaking with Garfin now will be the death of us both. We have found a note on a dead Dagger, and Garfin has put a mark on all of our heads. If we want to talk with him we will need to set up a parley, and reorganizing the Ravens is critical."
Lace listens to Etienne talk, puzzled at what could be so offensive.Then it hits her.
