If the Black Fangs are affiliated more than just hired mercenaries, then we need to investigate, find evidence and build a case that the Black Fangs are linked with the Cult of the Shadow Lord."
He hands you a large bag of gold coins, "Here, take these 3000 gp, create disguises if needed, leave here and go under cover and infiltrate the Black Fangs. I need hard evidence and if you do find a link, I need you to capture and bring their ranked officers in for questioning."

It is the Stonebridge neighborhood which is home to the Guildhall for the Black Fangs. As you walk down the desolate streets you see sleeping or drunk beggars and dead rats, cats, and dogs on the side of the streets.
