Ixalin raises an eyebrow at Phineas and gives a half grin that says keep it. He doesn’t care about the gold. “It stands to reason that the tiefling may have had items he’d want to retrieve before he leaves. Should we follow him or head through door number 2?” He nods at the heavy metal door. “I must admit, I’m curious.”
Ixalin rolls over the dead guard and magically assumes his appearance.
You check out the big metal door and feel a slight breeze coming through the slight gap around the edge. It's locked tight. But looks like one of the keys should fit.
Through the open door that the guard came from you see a small storage room with shelves and filing cabinets
*And just to not forget about the NPCs
The young dragonborn and the half-elf emerge from the cell just after you all do, the half elf just looks in shock about the whole situation, but the dragon born heads for the front to the desk where you were checked in and frantically searches through papers.

Ixalin follows Phineas into the storage room and starts rooting through drawers and shelves, looking for his gear and anything else of interest, especially scrolls, tomes, or grimoires. “Who knows what one may find in a random storage closet doubling as an evidence room?” He thinks to himself.
After some time, the dwarf finally emerges from the cell. He takes a look at the scene and notices the additional dead guards. He curses quietly to himself, then calls to the dragonborn rifling through the desk. "Are you looking for the log book?" He then proceeds to the back near the storage area hoping their equipment will be near.
Damn! Passive Investigation of 21. Nothing is getting by you. LOL
Tonk of course followed Phineas to the storage room so he is searching too.
*** But following RAW the passive doesn't help like he is thinking. Passive is for when you're not actively looking, when actively looking for stuff like his gear he uses his perception check, his passive is useless at that point, it cannot supersede his perception check. How the DM determines this though, is up to him. Of course, he rolled higher than his passive so in this instance it wouldn't matter.
You all find small bundles with all your starting equipment and weapons, each tied with twine and with a little tag with whatever name you gave when they brought you in. In addition to your own items you see bundles marked "Ashlee Persandoral", "Erick Bright", and "Baxan Tipel".
Phineas - When you cast detect magic you see a faint glow from some of the bundles that belong to your cell mates. and from across the room you see some items hanging on the wall, and glowing among them you see a belt similar to the one Tonk found, but with a wand holster and a glowing Wand sticking out of it, it has the word "HOLD" neatly carved in it and 3 small glowing dots. (its a wand with 3 charges of Hold Person )
Ixalin - You start looking through some of the shelves and paperwork, it's mostly logs of daily activity and boring non-useful information, but tucked into one of the smaller drawers you discover a Scroll of Silence.
"Whew! Can't afford to be replacing all this stuff, ya know?", the dwarf quickly goes into the room to retrieve his belongings. This smallish figure now appears to be something of a mini arsenal after he secures on all his weapons - two handaxes at both sides and warhammer at his back - to a simple leather harness, which he wears over a dirty undershirt. Additionally, he slings a large quiver with a handful of javelins over his shoulder. Lastly, he grabs his pack with his miscellaneous adventuring gear. "Okay. So now what?"
DM: Does it appear that the noises outside have died down?
Ixalin grabs his gear and puts the belt off of the wall in his backpack. He calls out the names on the packs and waits for a response from the cell mates.
***Actually passive is always on, per sage advice. For perception or investigation you only have to roll for things you wouldn’t notice passively.
Garliq - Ever since the footsteps left the building its been very quiet. It's the middle of the night and the commotion didn't seem to alert anyone outside. The only sounds you've heard have been made by you folks.
Phineas - You check out the door and it doesn't seem magical or trapped in any way, you test out some keys and find one that works. The only thing that gives off a glow from your Detect Magic is the bars of the cells.
The teenage Dragonborn yells "Got it!" and rips a page out of a book, crumples it up and eats it. "If you ever see me in the streets, I don't know you" he yells as he runs through the front door into the night leaving the door open behind him.
The Half-Elf is shaken out of his daze by Ixalin calling his name. "Umm, yeah, Ashlee, that's me" and he reaches for his bundle, which is just a book, and a small bag
The other two bags presumably belong to the dragonborn and the tiefling, the one marked "Baxan Tipel" contains a dagger, a pack of playing cards and a healing potion. The one marked "Erick Bright" has a walking stick and a pouch containing 30gp
Phineas - The door opens to reveal it leads outside. You see the wall of another building creating a wide alley between the two buildings heading left and right. Its night time, but the moon is out, lets say its dim light. Are you going to cast light on something to get a better view outside?
Ixalin pockets the pouch with the gp, the cards, and the healing potion, and holds the walking stick up towards Phineas. “What do you think? Does it suit me?”
When Tonk finds his stuff he takes his completely destroyed leathers and slides them on, takes his two daggers and his rapier. He grabs 3 of his arrows from his quiver ignoring everything else that was in his pack.

Yeah he has a belt with a little scabbard and shortsword on it. You can take it if you want it.
