Assuming Markas plinks some arrows, Amar will cast Ice Knife at the largest remaining Hobgoblin. His intention is that he'll hit a an adult and splash as many other Hobgoblins with shards as possible.
Is Markas's "Hail of Thorns" still active? I know it lasts a minute, but I'm not sure if his concentration was broken or it's been beyond a minute? If it's not he'll burn his 2nd slot with another conjuration of it.

My interpretation is that Hail of Thorns is good for 1 minute, but once you hit something, it does its thing and then it's over. So you cast it and then you have 1 minute (10 rounds) to hit something.
