Whitecap probably has a bounty in southern cities. The guards would have to get evidence that this captain is indeed Captain Whitecap. As per the events last night, they would have to verify that the captain was involved to take any action. Bureaucracy at work.
At some point after he completes a long rest, but before we go raid the Blushing Bride, Chen will attempt to go to Castle Waterdeep (assuming that's where prisoners are kept) and try to "visit" his old shipmate. He invites Lucian to go with him, but asks him to do nothing except stay close by and do his creepy mind reading thing. He says to the guards something that would correspond to this Persuasion check to convince them to let him visit--hopefully without close supervision. 15
He will take with him a large handkerchief, stuffed in one of his pockets, and a sandwich from the tavern.

I'll help in whatever way Chen needs. Giving the help action whenever the need arises.
You will be directed to the local magistrates office in the North Ward. From there you are able to gain "access" to the first-mate but he is in his cell and you are not allowed in it. They will step out of the room with all the cells and wait for you to knock to let you out. So you are in a locked chamber that cantains 6 holding cells that all have a door and bars.
Yes. As I approach the bars, I will have my Ilmater cords wrapped around my hands, while pretending to offer forgiveness and redemption in the name of Ilmater. I will use the sandwich as an additional lure to entice the First Mate to come to the bars to talk to me. "Come, brother. I hold no ill-will toward you. Let us speak of how the Broken God may ease your suffering in this place."
When we get back to the bar Lucian would put the glamor armor in front of Kherek. With a melancholic tone he'd say "Here, you'll get use out of this." After a pause... "The timing and execution of your spells today proved your skill as a mage. My words can't change the facts."
Turning to the group as a whole and saying in a disspassionate tone. "Thank you... If nothing else, at least I know that the knave who did this burned for it..."
His eyes will drift away, and then he will walk away upstairs into his room.
As Lucian walks up and away, Kherek looks over the armor and smiles approvingly.
"He feels guilty about that whole psychically attacking my mind thing because I offered to give at-risk youths a way into self-sufficiency, but him not liking that out of some misplaced sentimentality. This is a good apology."
Kherek puts on the new armor and speaks the phrase which changes its appearance, a phrase he instinctively knows once he dons the armor.
Early in the morning, Lucian will get up and start preparing for the day. Getting his things in order, maintaining his gear, and probably sitting down at a table in the bar with some coffee (no breakfast).
He would like to look into a few things today.
1. Talking to Vajra about the dagger and whatever cleric she suggests about resurrection.
2. Talking to Mirt, Esvele, and Volo about possibly helping Cailyn's Outcasts. They are some of the more influential people he knows.
3. Lucian would also like to still go to the concert as Slim.
Components: V, S, M (a diamond worth at least 500 gp, which the spell consumes)
Duration: Instantaneous
You return a dead creature you touch to life, provided that it has been dead no longer than 10 days. If the creature’s soul is both willing and at liberty to rejoin the body, the creature returns to life with 1 hit point.
This spell also neutralizes any poisons and cures nonmagical diseases that affected the creature at the time it died. This spell doesn’t, however, remove magical diseases, curses, or similar effects; if these aren’t first removed prior to casting the spell, they take effect when the creature returns to life. The spell can’t return an undead creature to life.
This spell closes all mortal wounds, but it doesn’t restore missing body parts. If the creature is lacking body parts or organs integral for its survival—its head, for instance—the spell automatically fails.
Coming back from the dead is an ordeal. The target takes a −4 penalty to all attack rolls, saving throws, and ability checks. Every time the target finishes a long rest, the penalty is reduced by 1 until it disappears.
Since we are in Waterdeep, all you have to do is come up with the Gold Value. There is someone at most temples that can cast the spell.
Who else is going to Blackstaff Tower with Lucian?
Other things of note:
1. Zardoz Zord of the Sea Maiden's Faire has asked you to come by his ship The Eyecatcher to talk business.
2. You know Esvelle Rosznar is the Black Viper but haven't found any proof.
3. Noska, and agent of the Xanathar came to your tavern the other night. Kherek cast mind spike on him and traced him deep under Waterdeep but you still don't have a key to use the teleportation gate.
About Noska, Chen would want to go to the half-orc lady we met in the Yawning Portal, the one we know to be Zhentarim, and tell her that we have information that we hope will be useful to her boss (whose name we know, but I OOC do not remember). And give her the location of where Kherek traced him to, assuming that Kherek shared that information with the group. I say that Chen would want to do that, but he's not going to sneak off and do that without running it past the group first.
Chen has 3 gp after purchasing the Alchemist Fire. He will happily contribute all of it to Cailyn's Raise Dead spell.
If Lucien says anything about his intention to talk to Esvele about taking care of the kids, Chen will say, "Why? She doesn't have any money, except for what she steals. What's she going to do for them, teach them to be thieves?"
Chen will go with Lucian to see The Blackstaff, mostly to watch over Lucian so that he doesn't let his emotions drag him into bad decisions.

I'm all for helping any faction that isn't Xanathar.
As for Esvele... she may have money, publicity for her family may be a good thing, and no-one is all good or all bad. A thief can still want to help people in need
I make no promises about my decisions

Josh---
As violent pirates, do Whitecap and his ship have a bounty on their heads? What do the guards say about helping us with the raid?
Captain Whitecap is a notorious pirate captain that is wanted in Calimshan, a city far south of here. He is not a wanted criminal in Waterdeep.
Whitecap probably has a bounty in southern cities. The guards would have to get evidence that this captain is indeed Captain Whitecap. As per the events last night, they would have to verify that the captain was involved to take any action. Bureaucracy at work.
So in terms of legality... going onto a ship and killing abunch of salty s.o.b's because they started it is probably not a viable legal defense eh?
You can certainly try.

Don't know if that's a Deception or a Performance. If it's Deception-- 5 If it's Performance--18
