At the end of Cybeles turn, He is going to use 2 legendary actions as his left hoof begins clomping at the ground. He bursts pass Anax and Carrus who both get an AoO. Putting his head low as he attempts to Gore Cybele.
Attack: 19 Damage: 13 Piercing.
Cybele the horns of the Minotaur slam into your midsection and tear threw your flesh.
Cybele STR save vs 17: 7
The minotaur slams you into the ground, you feel the air escape your lungs as the air is knocked out of you.You are Prone.
Before Carrus' turn, From above you atop the ridge you hear a war horn billow out as 4 minotaur leap off the ridge.
Each takes 60 Piercing damage as they make contact with the ground.
The ones that survive join the Initiative after this next round.

Ehhh I don't know about that, While they are considered a Construct with an AC, HP, Attacks STR and Dex mods. I don't see anything about them having reactions.
Im gonna say no, they don't get a AoO because it is your spell that is animating them. While Drogon did move out of their Melee range, You have to instruct them to attack on your turn. No where does it say the Constructs get a Reaction attack. If they had their own Initiative I would be ok with it but they act on your turn.

Im gonna say no, they don't get a AoO because it is your spell that is animating them. While Drogon did move out of their Melee range, You have to instruct them to attack on your turn. No where does it say the Constructs get a Reaction attack. If they had their own Initiative I would be ok with it but they act on your turn.
I think that's the best way to rule it. He has to use his bonus action to command them, which suggests that they don't have free will or agency to make an AoO. If his command had been "Don't let the minotaur move from his current position", it would have made sense for them to have AoOs.

Anax thrusts a little too late with his spear, as the minotaur hunches forward the spear goes high and misses yet Carrus finds his mark. Bring his blade straight down on the back of the minotaurs neck and slicing in a good inch. So with Divine smite thats 57 points of Slashing and divine damage from a single strike. Well done Carrus.
AoO's are done. Carrus is up, Followed by Dicaeus.
On it. Carrus moves towards the four fallen minotaurs, attempting to position himself so that he is within 5 foot range of one or two of them, but within 10 feet of all four. Should've stayed back, he growls to the injured soldiers, as he calls upon the Gods and his devotion to Them to Channel Divinity (Conquering Presence), and a wave of fear erupts around him.
(Every enemy within 30 feet must make a WIS save against DC 17 or be frightened of Carrus. In addition, any enemy within 10 feet who fails is also trapped within the paladin's Aura of Conquest - they have 0 movement and take 5 points of psychic damage at the start of their turn.)
Unfortunately to hit all four of the Minotaur, you have to hit Carrus as well as he is directly between two of the minotaur. Even at half damage the Minotaur are fried, they took 60 damage from the fall and only have 70 total. Carrus DEX save vs Fireball 17: 11
As Drogon charges toward Cybele the bones follow behind, slamming into the back of the Minotaur with some clanging harmlessly off his touch exterior while others smack against previous wounds, causing Him to wince in pain. He takes 48 bludgeoning damage. Drogon is breathing hard and looks like he is in an incredible amount of pain. Not quite on deaths door but seems to be getting close to knocking on it.
At the end of Dicaeus turn, Drogon uses his last legendary action to make a Unarmed attack at the Prone Cybele. With advantage. Attack: 16 Damage: 9 Bludgeoning.

At this point the Tent that had fallen from the cliff erupts into flames as the torches that were in the tent seem to have found some kind of Kindling. Aided by the blast of the nearby Fireball, Whatever documentation there was in the tent is now burning to ashes.
This post has potentially manipulated dice roll results.
Anax takes in a deep breath and channels his ferocity through his body. He cracks his neck and breaks unto a full sprint straight at Drogon's back. When he is close to the minotaur he leans into his shield and drives it into the beast's spine, attempting to knock him cleanly to the ground and away from his friend. Afterwards, he follows through with his fury, attacking in a whirlwind spear attack, aiming for the any vital organ he can reach.
Tireless Spirit: 5 temporary HP + Advantage on attacks.

Anax you try to take Drogons feet from in under him but as you hit his leg, its like hitting the trunk of a tree there is no give whatsoever. Recoling you make two quick stabs with your spear, One widening a wound on his stomach; now you can see his intestines peeking threw. The other digging and tearing threw his muscled chest, stopping when it meets bone. Drogon takes 23 points of Piercing damage.
On Drogons turn, He gets his legendary actions back. In a fit of anger he blows steam from his nostrils and speaks aloud in a language none of you understand.
With nothing else up his sleeve he is just going to make three attacks on the Prone Cybele.
Cybele will use Stone's Endurance as a reaction to reduce the damage of Drogon's first hit by 1
Barely conscious, Cybele will use her staff to get to her feet. Grinning, teeth stained with blood, she will cast Heat Metal at 4th Level. Drogon's metal pauldrons start glowing with agonizing heat dealing 15 fire damage.
Maintaining concentration on the spell, she will use her bonus action to transform into a large cave bear and bellow a challenge into the Minotaur's face.
Drogons pauldrons glow red hot as the fur singes and burns, he sneers in pain as his flesh is burned but it only seems to fuel his anger. Bringing his hand up for another strike as Carrus rushes up from behind the Minotaur. Swinging his sword and catching the Minotaurs meaty arm, cutting the arm clean off. Drogon bellows in pain as he falls to his knees.
Carrus steps up to face the Minotaur. "Killing you was easy" before he sinks the blade threw the minotaurs skull, all the way to the hilt.
Drogon slumps to the ground, a gush of blood and brain matter leaking out as Carrus pulls his blade free. The Minotaur King is dead.
The flames of the tent burn higher and higher as it catches the wooden poles, any documentation linking drogon and the drow is now nothing but ash.

"The head, Carrus." Anax indicates to the corpse. The spartan rests his hand on the cave bear's flank. "You alright in there, Cy? If you're not up to checking the ridge out alone, we'll head back. I can carry you, remember."
As Carrus is removing the head, Anax rips free the cape from Drogon's pauldrons and tosses it to Dicaeus, "Keep hold of that and see if you can work out what it does, looked like he was using it to escape to me. If so, you'll need it most lad."
"Great work team. Catch your breath, we leave in 2 minutes." Anax tries his best to emulate Achilles' friendly tone - but adds a little of his own commanding personality to his speech. If he's to get his sought-after promotion from Achilles, he'll need to get used to command again.

Technically you are correct, the spell would have no effect on Drogon.
I dont know if Cybele would know that though, No interactions with minotaur before hand and they appear Humanoid in their shape.

You can get within 5 feet of two of them and have all four with 10 feet. They landed fairly close together.
1 and 2 are within 5 feet, so you are in their melee range. all are withing 10 feet.
