ooc: I don't remember: the horses were inside a truck, right? if yes, I'd assume Herman got a half-cover because he stays out just tih the head, half-body and the right arm
he takes an hatchet and looks around to see how the things proceed
The prisoners hiding and watching you are startled and jump up when Juliette trips over her own feet. Uthvern steps up to them and tries to intimidate them into submission.
You see that it is only two and they don't look all that impressive. A short dweebish black man and a thin, wiry man with a shock of red hair. Both look bedraggled, tired and hungry. They throw up their hands and start babbling. "We surrender. We weren't with them. They are those crazy MS-13 gang-bangers. We ran away when the bus stopped and they killed those guards. We would have gone the other way but the fire and stuff. They wanted to take the horses and got into a fight with the owners who killed a couple of them before they died. A horse bit off Jose's fingers..." they sort of grind to a halt and look at you "Um... can we have some water please?"
'Settle down. Let's take this in pieces. What fire? How Many other prisoners are still out there? Which way did they head?
What fire? A plane fell from the sky. How many? 18 left. They went north to some small town where some biker friends hang out. A day's walk I think El Jefe said.
Ooc. I was playing a monk in another adventure. I went from like 20 life to about 3 by rolling like 3 nat 1 for stealth going down stairs. I fell. A lot.
George pulls the little group a bit back from the prisoners while they are busy with the canteen.
'Ok seems like we've got a lot of intel, some great finds in the trucks and a problem brewing out in those woods.'
'First things first - we need to get these horses back to town and get a larger group out here to haul back the potatoes and the toilet paper.'
'I think we should try to pick up the trail of those prisoners - the more time we give them to get settled, the harder it's going to be to get them sorted'
'But the real question of the hour - what do we do with these two fellas? We certainly can't lock them up under the current circumstances - but I don't feel like letting them loose is a great idea for us either.'
'Max - what do you think? Think the Sherriff would be willing to parole them into the town on a hard labor sort of duty? There's certainly enough work to be done....'

He quickly notches an arrow and takes a bead on the nearest prisoner.
Can I see any details about the prisoners from where I am? Looking for arms and armor, any indication of a leader of any sort or anything unusual?

This is nothing, I once had a player in one of my games go 5 battles without hitting anything.

Uthvern listens as he keeps an eye on the prisoners. While it's true that they are harmless, better safe than sorry, he feels.
