I don't think you've actually been down by the docks yet. Cadmael tried to get a view but it's cloudy and foggy. You can safely assume that if this Dark Forest ship is sailing to other continents it's definitely sea-worthy. As for the fishermen's boats - that's another question. Clearly they can go out a bit, but you're not sure how far and how easily sailed they would be.
You heard that these guys were using their boat to smuggle goods in and out of faraway places. You can do whatever you'd like with the boat - I'm just saying it's capable of traveling that far.
"If there was another suitable ship around, my initial thought was a mix of A, B & C. I'd want to burn the boat, separate and confuse the group, and incapacitate them quickly while they're unprepared and in smaller groups. But as we might need the boat to reach the Sister, that plan is most likely not viable. Perhaps a simple trip to the dock to get a lay of the land is needed before we finalize anything." So that's one vote for 'go look at the docks', and Brask points at Kurama, and one vote for 'capture those two prats and tort... um, question them'and he points at himself. Pip? Effort?
"Hm, both options could give us knowledge we need." Pip glances over at the two men across the bar. "Can we capture and question those two, tie them up somewhere, and then go scout out the docks? I guess we'll have to be sure word doesn't get back to the Dark Forest that their men were attacked."
Effort waves a hand at Pip. "From the mouth of goblins, the wisdom of the ages. I agree with Pip. Squeeze what we can out of those two, and then scout the docks prepared with that knowledge."
"If we're going to question them, it appears that now is the time..." Kurama commented as he noted the two men leaving the bar. Assuming the rest of the group was in agreement, he rose to his feet about 30 seconds later and followed them out.
Effort gets up casually and makes to leave the bar, as if simply another patron who is done with the meal and food for the evening, rather than a stalker. She eyes the two mercenaries and points at them with a brief message to wait for their employers to return.
They shrug as you pass, arms crossed. The two Dark Forest goons exit the bar and casually make their way down the street, turning right at the next intersection and seemingly heading toward the docks.

Brask follows Kurama, and looks up ahead at the street and, when they reach it, the street to the right, looking for areas up ahead where there might be a nice dark alley that the two hostiles could be dragged into.
Checking to see that they're alone on the street -- and only acting if they are -- Effort touches a hand to her forehead, then turns to her companions. "Get ready," she murmurs to them. Then she breaks out into a run towards the two goons.
"Help me! Help me, please! The minotaur and his friends are trying to kidnap me! Oh! Please, save me! I'll give you money, anything you want, please, just protect me!" she cries, channeling her inner Shei and reaching out for them with a look of total desperation on her face.
Leaving the deception to those more capable (aka people without a -2 CHA mod XD), as soon as Effort began to run, Kurama would sprint to the side and attempt to rush on ahead and find a suitable area to flank and surprise the two men. (If necessary, he would use a ki point to dash again as a Bonus Action)
(no, not in an area with people, other people might stop to help which would be a pain in the butt XD. Effort would continue and take this action as soon as they were in a place abandoned enough, if that doesn't happen, she'll keep following them at a distance, figuring they're going back to their ship)
