"I just thought I would stop by... see how things are going since I left." Stone would say looking around before stepping a but closer to the captain. "So do you like the changes that have taken place?"
Ilvisar doesn’t see much, most people just minding their business.
The captain rubs the back of his head. Well instead of three pretentious families bickering we only got one to deal with. It’s nice, more definitive and streamlined. A lot less bureaucracy waiting for the Triad to come to a conclusion. One man, one opinion, get it done. Some of the infrastructure is getting better up on the West side and the docks are booming with business and transport. We’ve been having a drug problem though on the East End though..... you can’t win em all I suppose.” The Captain stops and puts a hand on the shoulder of Stone. “ Look, I’m real sorry bout what happened with Drake, I know you took it hard. But when it comes to the ruling families you got to have proof. Otherwise it’s the big guy’s word vs ours and we always lose. My hands were tied. But glad to have you back, I could use a good man. I got a lot of new recruits that don’t know jack shit. How have you and Ruby been holding up?”
At the mention of Ruby, the goliath would feel his face turn red as he clenched his fist tightly. "Drake killed her... the same night he tried to kill me..." He would mutter... shaking with anger as he relives the moment... trying hard to control his rage. "I can still hear his voice... and smell his stinking breath from that night... I... I am going to Kill Drake Blackburn.. and ANYONE.. that gets in my way" Stone would say as his back heaves up and down with every breath as he tries his hardest not to attack everyone and everything around him. "He killed her in my own home... I can take you to the bloodstained floorboards in my house if you like... or would you rather visit her grave outside of town...."
That captain takes a minute. You can see an anger build in him, not as much as Stone. As he paces back and forth. “That’s why you left?! You didn’t say a word about who did it, or anything about Ruby. I am your captain damn it, but more importantly I thought we were friends. I could’ve helped you. I wouldn’t have allowed that transfer if I knew, I mean look at you. You’re exhausted, you look like shit” After kicking a crate of boxes and spitting on the ground once more. “These fellows know what you plan to do?” As he points to Xil and Illsivar down the alley and nods up towards Hallie. “Whatever you plan to do, you know there is a way I can help. You go renegade and there’s nothing I can do, my hands are tied. Get proof.... evidence. I’ll help you take him down the right way, Hells, I’ll even let you bring down the axe for his execution. You murder him in cold blood and you’re on the run forever. What would Ruby want you to do?” Now putting both hands on the shoulder of Stone.
"I left because It was MY word against HIS.. the same way it was MY word against HIS when I arrested him the first time... and what did that get me?" Stone would whisper-shout as his eyes lock with the captain. "When I busted him for a minor offense, I got my ass chewed and he got set free... what do you think would have happened to me if I had accused him of something as serious as murder?! I would have ended up getting framed for it... it is bad enough I don't have Ruby anymore.. I already feel like it is my fault she is gone.. I don't need the damn LAW accusing me of killing her too." The hulking goliath would say before wiping his eyes with the back of his hand.
Stone would pause for a moment when Stonetooth places his hand on his shoulder. "Ruby... Ruby only wanted everyone to be happy... to help people... she... she would want justice.." He would grumble.. lowering his head and looking at the ground. "these three... are here to help.. they know what Drake has done. How would you help me to get justice for Ruby" He would ask, looking up to the captain once more.
“You’re damn right he got sent free. You accused the Blackburn kid of extortion when it’s his family’s business to oversee trade and taxes. I’m not doubting what you saw, but that’s all the court was gonna see. I was trying to save your ass back then. That other business is unacceptable though.” He waves the rest of the party in, waiting for the group to come in and speak to them all. (You don’t see anything suspicious). Gathering all together he looks at the group. “You don’t have to prove your sisters death. You have to make Drake less than credible, then your word is as good as his. I can’t say the Blackburn’s rise to absolute power is outside suspicion. The other thing people don’t know is that Dravin and Dravis are both deathly ill. Stuck in their beds for the past two weeks. Drake is the only one making decisions behind the scenes. If you can tie Drake to any of that, then we can lock him up and perform a full investigation. You put your hands on him before then, I can’t help too much. I’ll watch your back, you tell me where you are going to be and I’ll make sure my men clear out. Some are more loyal to Drake though. You get your hands wet I can only cover up so much.” The Captain looks at the group with a apprehensive plea.
After really just meeting the man, not knowing his mannerisms and motives. You are not sure if any motives. He seems earnest in his words and willingness to speak to Stone
“They will if I have anything to say about it, rather if you all have anything to do with it.” Captain Stonetooth says (He seems forthright and honest)
Captain takes a step away. “Life gets complicated pretty quickly if you ever take the time to think things thorough. The other houses have been abandoned for a while now since the altercation. Might be a good place to start. I got to get back to my men.” He pats Stone one more time on the shoulder and give the rest of you a nod before heading back into the streets.
When the captain is out of earshot, Ilvisar will say to Stone, "I fail to see how the city guard will ever arrest the boss that pays their wages. Knocking him down that way will require a city wide riot. Good luck getting the word out to start that riot without having the whole city guard and house Blackburn falling on your head. Right now, we have the element of surprise. Start digging for proof and that will alert Drake to your presence and intent."

Entering the ally I follow my own advice. Then quickly look to see if there is a vantage point I can climb to to get good positioning.

Ilvisar will just post up at the entrance to the alley, leaning all casual and watching the crowd.
