The very fact that his learning so far hasn't covered such things as this tells him they are not common. Alice would likely have to work at her profession full-time for many a ten-day to earn the Engles to buy such a thing.

Hard to say. Some spell's components have a specific cost associated with them (see the value of Guilliame's pearl that he uses for his Identify spell, click on the spell on your online character sheet and it will show you some of the spell's details). Other lesser components will depend on what the market will bear and whether the component is consumed in the casting of the spell (e.g., the pearl and owl feather required for the Identify spell are not consumed by the casting of the spell). The latter are the type of components that Guilliame normally deals with and these prices we will have to come up with as we go along. However, this is also a market where there is some competition.
Has Guilliame charged for this sort of service before or heard of others charging for it.
Guilliame has only recently learnt his magic, so he hasn't done this before. He knows there are other users of magic in town who charge for this service, including some of the masters of the school, but they don't advertise their prices, so Guilliame would need to make enquiries. However, he suspects the normal fees for this service would be measured in engles (gold pieces) rather the constantines (silver pieces).
Do I have any sense of value of the amulet as an item - what is it made of?
It is not an amulet. Considering its design, Guilliame believes it is something that a high-class woman might use in her hair, though it is not a pretty example of such an item of jewellery. It is made of silver metal and has lots fine silver wires elaborately curled and shaped that are attached to a basic silver plate. He believes it might need an extra pin to help secure it in place, but Alice didn't hand him a pin.
As to the value of the item: its weight in silver is probably the equivalent of 5 constantines; it isn't very pretty, so Guilliame doesn't think it would have much aesthetic value. The true value of this item would be dependent on the magic it possesses, which is as yet unknown. Once again, the value of such items would probably be measured in gold rather than silver coins.
[OOC: Note: I might make some modifications to how the Identify spell works (so that it requires a skill check based on caster's level) because I think it is too overpowered as it is currently defined in the rules as written.]

OOC: I can't answer that question ;-) However, in character, it would depend on what the jewel does. From what he was able to see using his See the Arcane cantrip, there isn't a lot of magick involved in the jewel, so perhaps the effect isn't strong.

If you plan for him to do otherwise, then I need you to roll a Deception check for Alice to test her Insight skill against. Deception is a skill you don't have proficiency in or any bonus for, so you should just roll a straight d20. If not, I will make Alice's Insight roll just to see if she has any doubts about what you say.
Note, that I have homebrew rules—which I have yet to put on the World Anvil site—that will make your roll in this circumstance uncertain. What you roll on the die will be modified by me randomly by up to 3 points, either in your favour or against you. The same rule will also apply for Alice and other NPCs in the future. This mechanic is used for skill checks where the results shouldn't be so clear cut, such as this one.

If you click on the 'Equipment' tab, Guilliame's Player Handbook (PHB) coins are in the top right-hand corner. This is what I decided he had left over after I bought the equipment he has listed at PHB prices. Converting this to Engelian money means he has 1.5 Engles. I have added a campaign coin breakdown to the 'Other' tab under the 'Notes' category. It is as follows: 1 Engle, 4 Constantines, 7 Lions and 30 Cubs. He does have other assets, such as the pearl he uses for his Identify spell (worth 10 Engles), but he would have to sell these to get their value in coin. Also, remember that at the moment the business is losing 1 Constantine a day on average.

I have clarified the text: casting the Identify spell on the same item requires a long rest to get new results.
A character can cast the Identify spell on a different item without requiring a long rest. And, if cast as a ritual, it doesn't cost a spell slot (i.e., Guilliame currently has two 1st level spell slots and an unlimited number of cantrip spell slots).
With regard to casting it on the jartinal weed: Guilliame doesn't think it would reveal much because the spell allows the caster to pick up on the psychic residue of the people who have manipulated an object, which doesn't really apply to the weed. If he were to have a pipe used by a jartinal smoker, then that would be a very different matter.
[OOC: I am going to assume Guilliame cast this spell as a ritual so that he doesn't use a spell slot. Even using a spell slot, the spell would take a minute to cast. If I haven't told you this already, you can find out the casting requirements of a spell by clicking on its entry on your character sheet.]
Guilliame makes char for Naomi and takes it into her bedroom only to find she has gone out back to the lavatory.
He leaves the cup of char and takes his grandmother's pipe with him to his own bedroom where he takes out his most-valuable magical component: the pearl that cost him 10 engles.
With the pipe held in his left hand, he goes through the motions of the ritual and over the next eleven minutes feels his connection with the pipe growing stronger. Then he starts to experience things, which can only be coming from his connection with the pipe. The first is an image of his grandmother and a distinct feeling of ownership. Then he hears a name being repeated: 'Naomi'. These experienced sounds are quickly followed by a collage of images of a place, which he instantly recognises as his own home. After a while, he begin to see the image of man; another person he knows: his father, but a younger version of the man who passed away last year. It becomes harder to get anything more, but eventually he see the image of another man. A man he doesn't know. A man using woodworking tools... There is nothing more to be seen.
Guilliame is brought back to reality by the sound of someone knocking on his door.
"Guilliame?" says his grandmother. "Have you seen my pipe? I can't find it."
