To make a ranged attack, you roll your REF stat + Marksmanship + 1d10 vs the range of the target and weapon being used, which is in this case DV20 for pistols and DV10 for assault rifles. They're wearing no armor, so if you hit, you roll damage. If they were wearing armor, their armor value soaks up some damage before getting through to their HP, if applicable. Your sheets should have the damage for weapon type. It's just like D&D. You roll to hit, then roll damage. Simple. These gang members have about 35 HP each before dying.

The driving White Feather pulls out his gun and is about to shoot Jack when Jack kicks the seat causing the White Feather to drop his gun, and Jack rolls out of the car, and the White Feather BMW drives off.
"Oh, just trying to raise a little extra.." Wait for it. "CHILD SUPPORT MONEY!" he laughs. "BHAHAHAH!"
From the distance, you can hear police on their way. Time to make a hasty retreat. In the back seat of the car, Jenna looks sweaty and a little pale from the two gunshot wounds she took, but she'll live. They just hurt like a b*tch.
