Umbriel nods, a plan forming in his head. Using his disguise kit (and by rolling around on the ground) he'll make himself look dirty, disheveled, and generally destitute. "I will approach without my pack, looking as desperate as I can. Since I can summon my weapons as needed, I can play the part of the lone survivor of a caravan and ask for aid. If I lure some out, or gain some awareness of their strength, we can coordinate our effort from there."

Umbriel gives them a 60 count, Rosie reaches out and touches him gently on the shoulder and muttering under her breath. She casts Resistance on Umbriel.
Umbriel then walks up to the door and knocks. After about 15 seconds, a gruff voice shouts from the inside. "Go away, leave us alone!"
Umbriel hobbles up, feigning an injury to his leg. Dirty and disheveled, he looks like ten miles of bad road as he knocks on the door. Hearing the voice from inside, he replies in a weakened and panicked tone. "Please, please help me - I was part of a merchant's caravan, we were attacked by orcs! I alone escaped, and spent days in the forest before finding this town... I need food and shelter - please! I was the accountant, I have gold, I''ll pay you anything you want, just please let me in - there's something wrong out here, the bushes are moving!"
The door cracks open a peep, and then stops as if something is blocking it. A black masked eye looks out at you.
"There's more than bushes moving out there." And then it turns and shouts "Favric! Commere!"
A couple seconds go by and another masked eye looks out at you. The door opens a little wider. "No food, but take this waterskin and be gone!" And a hand comes through the door with a waterskin.
Baeshra, from the back side of the house, you see a glimmer of movement through the shuttered windows, as if someone is at one of them keeping an eye out.

Umbriel gets a relieved look on his face as the door opens and the waterskin comes out. He reaches for the waterskin with one hand, and with the other he reaches up to the amulet Ireniana found in the ruined tower. Touching it lightly and channeling arcane energy (Arcana check: 10) he will attempt to cast Infestation on the hand reaching out with the waterskin.
(The target will need to make a DC13 Con saving throw, or take 6 poison damage and move 5 feet in a random direction.)

(Two questions, can Baeshra see inside through the window at all? Enough to target a spell in a space, not necessarily a person. And can he he Umbriel's conversation out front? Perception: 8.)
there is a small crack in the window shutter that someone is looking out from, but you can't see inside, it is too dark. You could probably target a spell at the flicker of movement you see through that crack.
You hear the "You better leave, I'm warning you" from an unfamiliar voice.
Seeing the cloud of fleas and gnats materialize around the hand (did I get the waterskin at least?) Umbriel will say in the same pained voice, "The bugs! ss-So many bugs out here! For the love of Tiamat, please let me in!!" Pausing for dramatic intent, and turning away for the next bit, he says "I suppose I'll head up to that tower where I saw the dead dragon, then - so sad, choked to death on an ashy corpse..."

The man turns back to the inside shouting "He says the dragon is dead. Let's go see if there is anything we can do."
Turning back to Umbriel: "We're going up to the tower, you'd better leave before more Orcs come."
Baeshra, you hear the man shout to the rest of the cultists inside that the dragon is dead.
Rosie & Lyngheid are far enough away that they can only hear what Umbriel is saying.
