Germain will take a moment to tear a page out of his book, writing down their location on it, and asking Vilrana to fly it back to town and give it to the man they spoke with, “These cultists wouldn’t appreciate you as the true dragon you are dear, please do us this favor?” (If DM rules this doesn’t work, not a problem, just ignore it.)
Entering the camp, using the disguise and the amulet displayed, Germain will make his way around the wounded, gesturing for Toc to help him, (if they have tents set up for healing he’ll go there) and look for healing materials which he will try and gather for use on the wounded. He will, in fact, pocket a small amount and attempt to dismiss some as too wounded to make it and over use medicines on others that are less wounded. “This arm wound is infected, it will need to be removed. This leg wound will slow him too much, he’ll never be useful, put him out of his misery.” For example.
If Germain's dragon can't take the message back, Toc will volunteer his familiar bat, Bob. Bob should be able to accomplish that.
Toc follows Germain in, with disguise self cast making him look like one of the cultists from the rear guard (not exact same face, don't want to be mistaken for someone else). He lends a hand to Germain as required, keeping his eyes and ears open as he listens to conversation around the camp he's in.

All rolled with guidance and twice in case Toc can give advantage by helping as his assistant.
You are easily able to get into the camp and find that there are not too many wounded that are being cared for in the camp. It seems most of the wounded were either killed on the spot, or left to fend for themselves. The few wounded are under the care of clerics and acolytes. They let you tend to a few of the patients though, uncaring of how you deal with them, as long as they don't have to tend them any longer. No one seems suspicious of you or your doctoring methods.
Toc looks down upon the encampment, taking it all in, and then ducks back into some brush for cover, summoning the rest of the party to him. Can Toc take a rough guess of how many people might be at the camp?
"Alright. They are quite well established, with strong numbers, though disorganized after their raid and a good target for a military body. We're Harpers, not a strike force. I don't think we will be attacking this outpost today. Let me know if anyone disagrees and feels like dying in a rather inglorious battle against too much rabble. Otherwise, it seems like infiltration has suddenly become our best option. I can use spells to make myself look the part, as can Germain. Taviel is dressed the part as is Valen." Toc's eyes wander over to Naroth, the odd man out. "Hmmm, anyone have any ideas about this guy? He could just be with us...they may assume he's with them...though...he draws a lot of attention. Too much perhaps. Or Naroth could scout around the edges while we infiltrate. Naroth, any preferences?"
You count roughly one hundred kobolds and a mix of bandits, guards, and cultists totaling about eighty.

"Naroth can come with me and still play himself - I mean, the brute force, as my bodyguard or something." Taviel (that did not dive into the brush but was standing near by) looked at the whole camp with a disgust: "it's huge, I give them that. Do not understand, how can something so big escaped attention of the searching parties. But ... those tents! This is insulting to even look at. Hope someone of our current stature had some cleaner lodgings among those disgusting shelters."
"Well, there is no point of standing here or hiding, we will only raise suspicion. Let's go in and look around" With that Taviel confidently moves in, trying to maintain the look of someone who belongs here (or even owns at least some of it). She would walk around searching for cultists that look talkative (who sits around fire, or at some common eating place, or got curious about her pet (Nissa was with her still) - something like this), the missing monk, and just looking for general layout of the camp.
You and your two body guards, as I assume Valen is with you as well, walk into camp unchallenged. You can find talkative cultists around many of the fires. From your cursory glances around you realize there are kobolds, cultists, and those who can only be mercinaries. Who do you wish to try to talk with?
First - command. Who is in charge, where are they, how many of them.
Second, goals - what are those pillages are for? Simple raids? Where does the loot go?
Third, plans. What city is next? Or does the army plan to move to another area all together?
Forth, prisoners. Anyone of importance? Taviel can go as far as to directly ask about monk, since he is known as a dragon specialist and she is obviously from the learned part of cultists and cherish knowledge.
The questioning done in the most casual manner, as if only to kill the time, no pressure, no too much snooping, and the curiosity only in a way to complement the talkers to encourage them to continue to talk (they might want to impress the lady or a superior - her robes are of higher ranks, right?)
Was Germain able to get any healing supplies? Either potions , healer’s kits or alchemical ingredients? Also, once done treating cultists, he’ll ask about/look around for prisoners that might need treatment.

This is a camp of the Cult of the Dragon — praise Tiamat’s glory!
Not everyone here is a full-fledged member of the cult. Many are new initiates working toward full acceptance, and many others are simple mercenaries, hired to flesh out the camp’s strength during raids or if it should come under attack.
The cult has been ranging far and wide on small raids to collect treasure. Greenest was the closest target to the camp, the biggest of all the towns they’ve attacked, and the most profitable — praise Tiamat’s glory!
Prisoners are used for manual labor. In the past, a few have “converted” and become loyal members of the cult, but most die eventually of overwork and undernourishment. Then they are fed to the drakes or taken into the cave to feed the hatchlings.
The cave at the back of the camp is off-limits to all but those who’ve been cleared by Mondath and Rezmir, which includes a handful of guards and kobolds. It’s known around camp as “the nursery,” and it’s an open secret that Rezmir plans to hatch a clutch of dragon eggs there.
The half-black dragon Rezmir came to the area a few months ago, and she set up the camp. Mondath handles everyday operations.
The half-blue dragon Cyanwrath is Mondath’s right hand and is seldom far from her side. He has a rigid sense of honor, but you don’t want to make him angry.
The mother of dragons — praise Tiamat’s glory — shall return, and when that day comes, all the nations of the world shall tremble before her majesty!
The monk is of special interest to Rezmir. Why else would she keep the creature alive that way? What Rezmir hopes to learn from him is anyone’s guess, but you wouldn’t want to be in that half-elf’s skin — or what’s left of it — when the questioning gets serious.
The plunder from nearby settlements is stored in the cave. No one but Rezmir knows how much is there altogether, but it must be a big pile by now.
Once done getting your answers you gather together around one of the smaller campfires to discuss the above.
"The real dragon eggs! Right here, in this very camp!" Taviel was incredibly excited. "You think we can get one? As an evidence, of course and for pure scientific purposes (Don't be jealous, Nissa, no one will ever replace you)" Finding no understanding of her enthusiasm, she wrinkled her nose in offended disapproval but returned to less interesting subjects (though the idea clearly still occupied her mind).
"About that monk-prisoner. Should we try to free him at night and just leave? I doubt we can free everyone at once, but one witness still good, right? And we learned all we could, anyway. We can rest in one of those caves, since they are free anyway and then take him."

Naroth continues to keep a look out while Taviel goes fishing for answers.
Likewise, Toc just watches for trouble while Germain does his doctor stuff, offering assistance in whatever he needs a hand with.
