You are correct on the former observations and those with passive perceptions of 13 or higher hear laughing harpies above waiting for people to be lured from cover.

Taraven seeing that the Harpie did not come close enough would ready Magic Missile at 1st level again if it were to come any closer (Damage 12 )

Technically yes but I will not hold you to that as I may not have clearly conveyed the distances, the harpy started the turn a great distance away. This round it does enter your range and you do successfully ready and hit it with the magic missile for 12 force damage, which it does not resist. The harpie’s song is briefly interrupted by its shriek and it now flies a bit lopsided from the wound.
Ileceris is up, and may wish to employ a ranged weapon or possibly a handle animal attempt aided by a thrown torch (or any other action he wishes to take) and Evan must due to compulsion attempt to escape the grab followed by a move action. The monk could join the grapple, with advantage since the cleric is already restrained, and that would guarantee the cleric would not leave cover since he would be unable to take two actions to escape both grabs.
(( ooc: DM: I did see an interesting suggestion that readied spells could be 'renewed' by taking a full action in a subsequent turn -- the Crawford guy said it's a reasonable house-rule that he applies: casters still lose their action while they hold it, and (I think) can't cast other spells, and they are still concentrating, but it's a friendlier balance compared to melees who can just say "I repeat the action". Obviously, entirely optional ))

GM, you said something about difficult terrain allowing another chance at a Save, which I presume means pushing him prone might work) and get back to the horses to keep them calm but going via the fire to pick up a burning brand.
Asking a lot I know, but achieving some of the above might be very useful.

The Cleric will get another save at the end of his turn, but I would allow Nanoc to use an action to give him a second save, described either as creating dangerous terrain with his own body, or even by shouting loudly in his ears to try to drown out the ongoing Harpy song.

With both hands free the Harpy Scout will be 80 feet away as of its initiative, which is easily within now range and possibly also the bright light due to his low light vision, negating any disadvantage.
[Nice about the second save, but I'm still unclear about the distances. If Nanoc moves to where Evan is and gives the opportunity for a second save, will he still have movement to get back near the horses? I'm thinking the Owlbears will find them particularly attractive what with them not being near the fire.]

Galtheon calls out, "Someone help me hold this guy until he comes to his senses, I've barely got a grip!"
At the end of the prior round Galtheon did successfully grab and restrain Evan from walking directly toward the Harpy - and the Owlbear.
