This post has potentially manipulated dice roll results.
At the start of his turn, he shouts "Don't attack the Owlbears -- scare them with fire"
Important note: we have two charmed people now: Evan and Okkar.
Edited, having just realized Okkar is also under Charm (I reread what Izrall wrote)....if nobody else plans to try to save or restrain Okkar, Galtheon will. He will try to grab him; feel free to roll for me (I don't want my roll to influence people's choice).
If Okkar is otherwise restrained (or saved), then Galtheon will proceed as follows:
Thinking he knows where the singing harpy is (just above them), Galtheon will assume Evan won't be going far, and continue with his plan above...sneak out the other side (stealth roll was 17), if allowed to sneak, and shoot the singer no matter what. If he's in sneak mode it will be with Advantage, so I will make a an attack using Advantage, and since the dice-hover stuff works, you can just ignore the second roll if his sneak is impossible or insufficient. After taking the shot, if Evan is moving and not grappled, he'd chase him, othwerwise he would drop his bow, draw a sword and run to where Nanoc is fighting, hoping to flank for next round...unless of course that harpy is fleeing or dead...in which case he'd keep his bow.

Taraven will move (if needed) to get within 60 feet of Harpie 2. Once within 60 feet, a blue-white light streak emerges from her hand as she casts Ray of Frost in hopes to deal damage and continue to slow it down from flying away.

Taraven digs a little deeper into her magic power while letting out a "Rahhhh!" and uses a sorcery point to twin ray of frost and target another Harpie in range.

Taraven acts first, launching out two spells of ice at the harpy carrying off the fallen harpy scout. The first flies wide, but the second catches it, costing the wings in frost and further slowing the already burdened creature’s flight. The harpy is damaged, and perhaps more important, now presents a more tempting target for the Owlbears, as it is literally hanging easy prey down at eye level for the beasts, now.
[OOC: Angered by the attack on him, Nanoc will use his Bonus Action to rage and attack the harpy that attacked him, however, because he sees his main job as defending the horses he will not use Reckless Attack. Also, considering the time zone issue we faced before, unless I come on and say otherwise, he will try to protect the horses by keeping himself between them and any attackers using the Dodge action to make himself harder to hit, but doing any Attacks of Opportunity that comes his way (Referee to roll for me). If the rage falls, he will not renew it.]

Nanoc moves propelled by the speed of rage, where pain dulls and time seems to slow. Though it is a near miss, he sees the harpy push off the ground and propel itself back, his swing missing by inches.
OOC: So, since the Wisdom save dice hate me, I will just say Evan was planning to drop a Silence spell on the harpies on his turn, but obviously that won't work now that he is stunned. If someone "un-stuns" him before his turn, he will go ahead and drop the Silence spell on the harpies.
Wisdom save if someone gives him a chance before his turn due to shaking/yelling/whatever: 6

Evan appears to have fallen prey to this next Harpy’s luring song, and his eyes again glaze over, drawn towards the music. OOC: We will see if any PCs prevent his movement successfully and deal with him and Okkar last.
Ignoring the harpy's cry with unnerving calm, Ilecerys grabs a flaming torch from the fire and hurls it in the direction of the nearest owlbear, shouting at it to back away as he advances out of the overhang to position himself in an exposed position between the owlbears and the party's overhang. OOC: Per your instructions, if no one else restrains Okkar or ends the song, resolved the rolls, you would successfully Grab the dwarf and keep him from moving. Alternatively your shot would be a hit.
Also, a bit meta, but if you would prefer to scream at the Cleric and give him another save, he can act and silence the song with a spell - the Ranger could elect to do this instead or the rogue could try to snap the cleric free. I will wait to hear the Rogue’s action and resolve all player turns, including a possible action from Evan and Okkar if they are freed from the effect before their end of party turn actions, and then have the bugbears attack. One if fortunately now enticed to attack a slowed and frosty harpy, the other is going for the Monk but will be attacking with disadvantage due to the dodge action.
OOC: Update, the mysterious elf rogue woman is nowhere to be seen. She may have slipped off using stealth. The player is unable to continue, so we will close out this round, Evan remained unrestrained and walks out from the overhang, standing beneath the source of the music adjacent to the Owlbear who is attacking the harpy. Evan can roll another DC11 will save now that his turn has ended.

The badly wounded Harpy that was carrying the downed harpy drops her fellow harpy, slowed by the ice she takes the Withdraw action but can only ascend 20 feet due to the slowing effect from the ice Spell.
The harpy who attacked the barbarian stays in melee to avoid an opportunity attack, but unleashed its Luring Song, a new Harpy to sing that no one is immune to yet. DC 11 Wisdom saves needed, and party action is up.
Dodging the worst of the harpy's attack (Heavy Armor Master reduces the damage to 4), Evan attempts to hold on to his spell and his will.

OOC: The attack per the rules does not give another save, but I will have Okkar act now - the Harpy that commanded him before stopped singing and engaged in melee, allowing a new harpy to attempt the song. They are fairly coordinated and know that one song overrides another.
Okkar gets his wits about himself, sees the half elf monk holding him back, shouts “I am in my right mind again, but the priest isn’t!” Okkar moved adjacent to the Cleric, puts a hand on either side of his face and screams at the top of his lungs, offering him another save.
