I am giving advantage to Nanoc from firing unseen rather than reckless attack which is melee only - mechanically it amounts to the same, cancels the disadvantage. Note his his is a sneak attack due to the adjacent monk.

Yes, they would cancel out and it would be a standard roll for the 2nd attack

Galtheon can act in the surprise round, yes, not with advantage if he uses melee, but possibly if he opts to fire from cover, ranged.
If Galtheon engages in melee can he flank with the monk and get advantage?
Flank is not a 5e thing, but he could have advantage by electing to follow the monk and striking at the prone enemy, so yes, he could have advantage actually based on the prone foe.
The first hits for 11 damage total, the harpy has now taken 45 by my count as is on its last legs before the first round has completed - Galtheon just took his surprise round and he and others still have their round 1 actions. The second of his attacks missed - AC confirmed as 16 for the leader.
OOC: It is very likely the next hit will drop her. The party can then attempt social skills to dissuade the remaining harpies who will be more easily persuaded or intimidated absent their leader, Bear in mind silence is still up however. This has gone off very well all things considered, for the group.
The other harpies look stunned at the sudden and largely silent assault from seemingly nowhere. A few hold clubs hanging limply, others seem unsure if they should reach for their spears, all were looking to the leader for guidance but she lies motionless under the combined assault of spells, blades, club and fist.
If he is not in silence Galtheon moves to silence, and sheathes one of his swords and nods in respect to the monk, before looking around to see where the other harpies are.
Bearing in mind Nanoc's argument that this is in reality their territory, he glares at the harpies and points forcefully in a direction away from the Dwarf villiage, mouthing the word "Go!"
(( I know it may not be optimal, but Galtheon would not wipe out an entire clan, and would suspect their aggressive behaviour is a result of their unusual leader ))
Passive intuition 12 or higher tells you now would be the best time to persuade or intimidate them but it would require leaving the area of silence, or dropping it altogether, to do so. Or the group could proceed to finish them off.

Can we clarify where the Silence is? I was strongly arguing for it intersecting the throne and edge of the cliff (so we could fire down if necessary)

Seeing the monk run in, Galtheon moves as quickly as he can to follow, hoping to flank. But seeing the large harpy go down, he strikes:
