Vilana moves down the East (right) tunnel a ways, then comes to a smaller opening in the northern wall. The larger tunnel continues ahead, looking to intersect with a larger tunnel further along, one that has an opening to the South and North. The tunnel she has been following looks to continue on past those, though it bends slightly so she cannot see how far it goes.
Looking through the smaller opening she sees...
A dozen kobolds occupy this disheveled and filthy chamber. Half-eaten fish heads and gnawed seal flippers are tossed into corners or carelessly strewn around matted heaps of furs, which would undoubtedly smell as bad as they look if not for the cold.
The chamber holds 12 kobolds when Vilana glances inside. A few are sleeping but most are tossing knucklebones, sharpening blades, sewing clothing, carving whalebone, or picking on each other.
WOuld Vilana know if with their dragon powers, the dragon lords hold any particular sway on kobolds?

WOuld Vilana know if with their dragon powers, the dragon lords hold any particular sway on kobolds?
Just the same sway you would have over other people. Nothing special, like you have with true dragons. If your alignment matches the person, you have advantage and expertise, if it is one step off, you have expertise, if it is two steps off, but matches in one aspect, then you have advantage.
With a muttering of a few words, slivers of darkness coalesce around him, until they resemble armour (Mage armour from armour of shadows). "I hope this doesn'tcome to a fight yet, but if it does, don't die"

as you continue, the first hall you come to is a larger tunnel that runs East. It is filled with cold fog to the extent you really cannot see much down it. Across from it, but a bit further along you find...
Larder
The supplies that the villagers provide for Arauthator and his minions are stored here — mostly dried and frozen fish, whale, seal, walrus, and giant squid, plus furs that the kobolds fashion into protective clothing. Fish organs, shells, bones, soft stone, and other sundries are stored in smaller quantities. A few seemingly inexplicable items are stored away from the other supplies, including a single steel gauntlet, a silver brooch containing a cameo, the brass hilt of a dueling knife, and a decorative belt buckle.
Also stockpiled in this chamber are coils of rope, spikes, and a few pulleys. It’s clear at a glance that this gear has come from the south and was not made by the Ice Hunters.
Honor would be fine to wait for sign of Vilana, but after about 10 minutes she'd probably ask if someone can follow or send a message (not sure how long this is taking in-universe).
After exploring a bit down the tunnel, Vilana would quietly return towards the other dragonlords. "We have kobolds in a chamber near here, about a dozen of them. Not sure if you want to try, but we might be able to command them without using force. I also saw a chamber filled with fog, I didn't want to explore by myself, because although I'm invisible, a convenient half-elven shaped gap in the fog is going to be obvious even to the thickest cave troll. Lastly, I saw a chamber holding all sorts of tributes from the folks upstairs to the dragon below. By the looks of things, not all the southern groups were as lucky and convincing as us..."

"White's don't take convincing very well." Palvin says with a frown. he stands leaning against an ice wall, eyes intent as he watches the group.
"Well, I say we get on with it." Walter speaks up, rubbing his hands together to keep the blood flowing. "Or I'll be loosing bits of myself before long as things start to freeze off..."
Higgul just grunts in amusement at Walter and waits for Honor's next move.
Sivil stands near Walter, also looking as cold as both Higgul and Walter appear. They are dressed warm enough, but it is still cold in an ice tunnel.
"Agreed; if that's the only way through then we'll have to deal with the kobolds. I have a spell or two for talking our way past people if needed, should it come to that." Kierro says. He looks to Persus. "Holding up alright?" he asks his companion.
"I am doing fine." Persus says with a nod. he was standing to one side, frost forming in the air as he breathed, but otherwise just watching, the group as much as anything else.
"I want us to try and talk to them first, no need to spend our resources on mere kobolds." Vilana hoped that her previous approach with the villagers had shown the others that sometimes more could be achieved with a little diplomacy and patience.

You travel a bit before reaching the small hole-like opening in the eastern wall of the tunnel. it is large enough you will have no issues fitting through, and leads to what Vilana has told you is where the kobold den is located. How do you approach?

"Let's keep moving," Naivara says, "even if we can't talk the Kobolds down we might be able to glean something from them."
