 You can do this. If you wild shape into a mammoth, or some of the types of elemental (Elemental Form). Just don't do it when they can also cast quickened spells that could realistically deal 26 (the max HP for Wild shape being 126) damage or have an Action Surge.

Switching between Earth Elemental and Mammoth will work most of the time though.

true, but they still probably can't dish out enough damage to kill me in the round it would take me to use lower level spells to bring them down to below 100. in any case, their druid level was only 5 anyways, so they didn't have access to that stuff.

 In that case, then yes. Don't use it. But if they were level 20 druid, if it only takes them one bonus action to shift then they don't need to kill you in one round. They can turn this into an endurance battle because they just switch every turn.

this is why I often dip into fighter, so I can blast with a spell, bring them down to below 100 (a pretty generous threshold), and then action surge pwk

Yeah, an excellent tactic.
