Caldath would like to look into acquiring the title for the mine.
With his background, Caldath knows that there are two main options to (legally) aquire the mine. 1) He can submit a bid at either Borgstand or High Hills which would be passed along to the owner to accept, decline, or use to arrange a meeting. 2) He can attempt to locate the owner directly and haggle. The first option could be faster or slower depending upon a number of variables but, in either case, would involve less work than the second option. The second option leaves more wiggle room to deal and get the best price but requires the legwork of locating the owner. That said, at least having the owner's name potentially speeds option 2 along.

Please make the following checks and decisions:
Persuasion or Intimidation (either with advantage)
Investigation (with advantage)
Decide whether or not to being a travel companion (if yes, specify if from a party member or hiring help (a scout npc) for 20 gp for the first 5 days)
Survival check (may be replaced by companion's role if available)
Optional: an arguement for why the owner should sell (in character or merely the gist)
Persuasion, deception, or intimidation (depending upon how Caldath wishes to approach the owner)

Why not take a bit of gold now, sell the risk to folks with more to gain and less to lose than you do by holding onto it? We part as friends, and maybe we can make further deal in the future for more mutual profit."

Leaning heavily on his history as a former member of the High Hills Watch, Caldath is able to persuade a village clerk to provide access to village property records. Having already learned from Raphail Manolou that a man named Karst Fultane owns the mine, Caldath's investigation was efficiently directed and he learned that the man owned a small cabin not a day's ride from Borgstrand. However, being a distance from the main road, the easiest route to the cabin was to cut through the wilderness. With Grigor's help, Caldath make short work of the trip and encountered no difficulties. Fultane himself proved surprisingly open to Caldath's very sensible offer and polished diplomatic skills. He agreed to part with the mine for 500 gp up front and an additional 2,000 gp to be paid out within a month of the mine's reopening (not a bad deal considering he let slip that he had invested close to 5,000 gp in getting the mine up and running in the first place). He agreed that the both the upfront and later sums could be paid for at the Borgstrand village clerk's office when the formal deed was signed over and that he would even wait to finalize any details until the party has a chance to assess the mine's condition and whether or not they can really clear out the buzzjewels. If the party decides to go through with the purchase, he will be coming to town in five days and will be staying for a tenday - he could sign the documents and accept payment at anytime while in town.
Grigor isn't sure why a buzzjewel-infested mine would be worth that much, but he also isn't terribly savvy in the ways of the business world, so he'll mostly defer to the group.
Griffen thinks something is going on in the mine, and suggests it would be worth the groups time to investigate. If Grigor and Wick are unsatisfied with ownership, Griffen is happy to take their share.
By pooling their knowledge, the party realizes that the reduced asking price for the mine is more than generous, but is very likely tied to the costs involved in clearing and reopening the mine (such as hiring a company of mercenaries to clear out a possible nest of buzzjewels), the fact that the mine has already been worked, and the detrimental effects buzzjewels may have had (by eating the most easily accessible/mineable gems). In all, the asking price is likely quite fair.

To clarify, Grigor is all for buying the mine; he just isn’t sure why the mine would be worth the quoted price under the circumstances.

Business deals and property management don't fall under Warren's sworn duty of smiting evil throughout the land, so he will also defer to the group.

After discussing it with the group, Grigor votes for purchasing the mine for the asking price.
Wick votes to purchase the mine at asking price.
Raja agrees to the reduced price.
