Meep will visit WOOMP with Twitch, Mabel, and Sybil (since I think she has the bag) before the trip to the Cassalanters, if no one has any objections. "Good point, Delmalis. I'll ask about on site extradimensional storage."
The invitation didn't say anything about a dress code, so you don't need anything fancy. As long as you aren't naked - because there will be children present - you'll be fine.
We'll do the WOOMP visit first.
Meep, you, Mable, Twitch and Sybil (if she's there), arrive at WOOMP headquarters, which is located in the Castle Ward. As you enter the tower, you're greeted by a muscular dark-skinned man in a rainbow tunic and goggles above his eyes. You've seen him a couple of times. "Can I help you all?" He stops for a minute and points to Meep. "You must be Meep the Magical, and Sybil (again, assuming she's there). I'm Jonathan the MagiMuscular. Are you here to complete your Order paperwork?"

JMM turns to Meep and hands him a couple of pieces of paper. "Shouldn't take longer than five minutes. Just your name, residence, school of magic, any goals. If you want to work with our fire suppression services, please provide availability. If there are any other divisions you'd like to work, fill that out as well."

Meep conjures a writing implement from a pocket inside of his robes, and mumbles to himself as he fills out the paperwork. "...Meep...Trollskull Manor...necromancy...full coffers, full belly, full spellbook... let's see. Divisions... 'artifact retrieval and field experimentation' sounds like fun. Here you go!"
JMM nods and waves his hand as a badge appears in the shape of a moon over a skeleton. "Thank you, and welcome to the Order. This is your badge, try not to lose it as I have. I'm guessing you're not just here to submit your application?"

Meep stares at the badge for a second, and then tucks it away, patting the pocket its placed in. "Thank you, I'll be careful with it. No, we're actually here to see if you can store a very powerful, very sensitive artifact for us for a short while. We're about to head into a questionable situation, and I'd rather not have this particular item fall into the wrong hands." Pulling on a pair of gloves, he'll carefully present the dragon orb."This has a malevolent spirit within. It's fine as long as you don't try to make contact with it, but in the wrong hands, this could bring about the end of civilization, or something like that. All I know is that he was very rude to me. Do you have an extradimensional pocket you can store this in for a while? If you need us to cover expenses, we can do that for a while."
JMM's eyes widen at the orb but nods. "I've had my share of run-ins with manevolent spirits and dragons though not at the same time. We can store in one of our extra-dimensional spaces that acts as a vault, free of charge."
Once Meep lets him, JMM takes the orb into the back. Meep is free to follow him, and if he does he'll watch JMM put the orb in a black hole in the wall.

Meep does follow, but just for his own situational awareness, not out of mistrust. Once it's stored, he'll link back up with Twitch and Mabel, and suggest heading back to the Manor.
If there's nothing else anyone wants to do, we can skip to the event.
Roland tells you the Gala is happening in the Sea Ward. When you arrive, you notice wheels of carriages and drays crunch over the cobblestone streets. Despite the brisk air, the atmosphere is warm and jovial. Red velvet-covered tents line Delzorin and Diamond Streets; merchants offer treats and trinkets. The air is filled with the voices of carolers and the scents of spiced pastries and mulled wine. You can speak to the merchants in the street, or go directly to the Cassalanter Villa gates.

This post has potentially manipulated dice roll results.
Delmalis follows along after the others, keeping an eye out for pickpockets, suspecting a gathering like this one would draw such types. He also glances at the wares of the merchants as he goes past, seeing what's available.
Demalis, you start to have flashes of ice, snow, and an army marching toward you. Given what you learned from Frod, you think this was his vision. When you come to, you've run into a wall (no damage). When you turn, everyone is staring at you.
You eventually make your way to the merchants and find the following:
Wizdil (CG gnome commoner) sells cups of mulled wine, ale, or beer for 5 cp. Wizdil staves off the cold by imbibing from his own supply and is in quite good spirits.
Merry (LG halfling commoner) sells pastries, cookies, and cakes for 10 cp. Merry is passionate about baking and refers to her offerings as “positively scrummy!”
Hildegard (N human commoner) sells beautiful knitwear (hats, scarves, gloves, and small knit animals) for 1 gp. She is actively knitting an ornate cowl when the characters approach.
Vela (CG human bard) sells intricately-crafted wooden instruments; available at her table are a violin, viola, and lute, along with rarer instruments including a hurdy-gurdy and a balalaika. Each instrument costs 100 gp. Vela plucks at the balalaika to the same tune of the songs sung by the carolers.
Pavel (N half-elf commoner) sells an array of fine stationary — notebooks, holiday cards, blank scrolls, quills, and monogram wax stamps. Each item costs 3 gp.
