Back in the day, at character creation, you were told how many and what types of weapons you started with. As you achieved certain levels you were able to add more weapons. Now it seems that you are given a few options, package a) or package b). A fighter who chooses the b) option starts with a bow, 2 martial weapons, and 2 handaxes. But what if i dont want a bow? Or martial weapons? Can i take 4 simple weapons? What about adding more weapons as you level up? Is that now covered by Down Time Learning?
You as a fighter, know how to use all weapons(except possibly firearms, which are DM dependent) automatically. The starting equipment you are mentioning is just the items you don’t need to buy/find over the course of adventuring. You are still proficient in all weapons, you just do not own a set of them yet. As a dm though, I would let you switch out weapons you own before you start the game if you asked. I hope that answers your question.

I think you are confusing starting equipment with weapon proficiencies. You also dont have to take every b option, you can mix and match (for example b) leather and bow + a)martial weapon and shield + a) crossbow + b) explorer pack).
Anyway, you can buy and sell your equipment. Don't want a bow, sell it. Then buy whatever weapon you want.
Fighters are proficient with every weapon and have no more to gain by leveling up.
