I second the "no" per RAW. But you might want to talk to your DM especially if you already had racial feats before converting to reborn (per RAW, you would lose benefits of those feats).
Some folks, in an attempt to deprive Wild Shaped Druids of the benefit of their features, have in the past loudly and incorrectly argued that formerly-taken feats and ASI that provide ability score bonuses at character creation aren't live racial features on your character sheet that a Druid should expect to "benefit from" while Wild Shaped. Just... past increases to those scores, that are one-and-done, and left in the dust when that ability score is temporarily replaced by the Beast's. Only reason I bring that up now is, my my my, the Lineages have really brought that chicken home to roost. If you take the position that a starting feat or an ability score bonus aren't ongoing racial features after level 1, then picking up a Lineage at a higher level doesn't delete half as many things off your character sheet as it's clearly intended to. Or conversely, if you correctly ascertain that a Mountain Dwarf that becomes a Dhampire loses their racial +2 Strength and +2 Con, then it's easy as pie to see why a still-dwarven Druid does indeed have a persistent racial feature that provides +2 Strength and +2 Con to their animal forms while Wild Shaped.
Feel free to skip this post, I'm absolutely risking derailing the whole thread and upending the apple cart with Druid nonsense... but the first thing I thought when I read Linages was "Wild Shape sees what you did there, and it likes it."
Reborn overwrites the original race. Your race is effectively Reborn, you are only cosmetically linked to whatever base race you choose to use for the purposes of character description.
This means if you choose Reborn Hill Dwarf, your race is Reborn, not Hill Dwarf, but your character's description uses that of a Hill Dwarf. In other words, no, per RAW you cannot take racial feats from the cosmetic side of the equation.
when a normal pg becomes a Reborn after character creation it can't take racial feats from the previous race but don't lose any feat (including variant human and custom lineage) because a feat is not an "element of a race" nor a "trait" as stated but the feat to be acquired have a race prerequisite, that applies for example with a permanent polymorph and similar effects
that happens only if the pg was not turned to a Reborn in the character creation but after of course: the racial trait "Feat" ('You gain one Feat of your choice.') is actually removed by the new lineage so a fresh Reborn character cannot start with it
To be clear at the end of the day the master decide ('Rule as written' make sense if the character doesn't lose too much of his memory if you ask me) it's for sure powerful considering that those races don't lose practically anything Considering that some races can just fly or swim for free anyway I don't even know why I bother... this game is not even close to being balanced anyway anymore

If you replace your race with the Reborn lineage, you can’t use racial feat until you regain the prerequisite i believe.
Feats: You must meet any prerequisite specified in a feat to take that feat. If you ever lose a feat’s prerequisite, you can’t use that feat until you regain the prerequisite.
EDIT Misremembered with Custom Lineage ruling JC made but it may apply to the Reborn lineage as well.
@JeremyECrawford In Tasha's Cauldron of Everything, the custom lineage option is chosen in lieu of a race, such as elf or dwarf. If you choose the custom lineage, you don't qualify for things in the game that require elf, dwarf, and the like. #DnD
For a game that easily made customizing your character more mainstream to then generally wipe your elven druid into a basic bear the same as any other makes no sense. It's not a reincarnation spell. It's a modifier only apply what it says to do.
I would totally argue just replace humanoid and undead with (enter race here) and undead just remember it's a 2 way street you are that race for positive and negative effects. The same should be true for aasamirs tiedlings etc... Stop assuming humans and allow chosing of a basic racial type just don't gain the Additional stat modifications and skills Of that type.

Aasimar, Tieflings, and Elves are Humanoids. Thus a Reborn Aasimar is still a Humanoid. But in order to gain the features of a Reborn you lose (most of) the features of the original race. Your complaint only really seems to apply to something like the Faerie or Satyr which are originally Fey and would, instead, become a Humanoid.
Reborn allow you to keep Skill Proficiencies as well as innate movement speeds of the base race chosen. It overwrites everything else. I don't understand the complaint.
reborn with Relentless Endurance. When you are reduced to 0 hit points but not killed outright, you can drop to 1 hit point instead. You can't use this feature again until you finish a long rest.
