You can't make a feat that adds properties to weapons. There is 1 feat that has their effect (revenant blade) and DDB had to make a special weapon with the changes applied that you only take if you have the feat.
Tl;dr make a homebrew weapon with finesse and only let them use it if they have the feat.

Unfortunately I can't help you in this specific case, but perhaps there is another forum dedicated to questions regarding how to use the website? Another alternative might be the Homebrew forum as I can imagine more people in that forum using the website for homebrew. Hope you figure it out.
Why not just use a rapier. Then flavor it however you like. About the only real difference would be piercing v slashing damage (aka no real in game difference) and the associated feats. But as long as you don’t try to take both piercer and slasher, I don’t really see there being a problem.

The homebrew feat designer does basically nothing, from what I can tell. I agree with others - far easier to write your custom feat as just text, and homebrew the items for yourself.
There are vanishingly few reasons to have a high strength left in the game. The only class left that really seems to need it is the Barbarian, for their Rage, and I've seen plenty of proposals to change that.

The most compelling suggestion I've seen yet for Barbarians makes them use Strength more, not less: changing all of their abilities that only work with melee weapon attacks to only work with attacks with melee weapons, so a Barbarian can just throw hatchets or javelins without an issue, disincentivizing carrying a longbow (I mean, you'll probably still carry a longbow just in case, because it costs almost no gp or pounds, but it means you'll reach for it even less than you used to).
I kind of cringe every time I see the word "DexBarb" or variations of the term. The suggestion that really stuck in my head was to change things so Barbarians could enter a "Cold Rage" and use Dex for everything. Instead of your classic Barbarian as a huge hulk with bulging muscles and a Great Big Axe in both hands fighting in a furious rage, you would have a slender guy graceful guy with a Rapier slashing and stabbing people in the grips of a cold and calculating frenzy of precision strikes while in the grips of a furious cold rage.

These are optional features and up to the DM's discretion. Playing by standard rules, 3 levels are required to take the Kensei subclass.
I think that a lot of Tasha's optional class features are a bit broken, especially this one. It cheapens the Kensei Monk to almost being unviable. But this is not the thread to discuss what Tasha's got right and wrong.

Only if your DM allows the optional features from Tasha's, so no, that is not a "fact" in many campaigns.

You might want to remove the Versatile property from it. Dexterity is already the best stat in the game (armor class, melee attack, ranged attack, saves) and allowing Dex fighters use of a two handed weapon that deals 1d10 damage is a direct buff, but not really an important one.
I give Rapiers the Light property, but you can only make a Bonus Action two weapon fighting attack with a dagger, because one of my players wanted to wield rapier and dagger.
As the rules are written, the only reason the Rapier lacks the Light property, is so it can only be used in the main hand. If they want to fight with Rapier and Dagger, I don't see a problem, the rules already allow that, unless they wanted to use the Rapier in their off hand, and the only reason I can think for wanting to be able to use a Rapier in the off hand is if they wanted to use one in each hand. It's pretty clear, at least to me, that is why Rapiers lack the Light property in the first place, they don't want people to be able to do that. As the only Finesse weapon that does a d8, it would be a bit overpowered to be able to use two of them at once.
As for a Longsword with Finesse, again, it's pretty obvious they didn't want Rogues to favor using two-handed weapons. They do have that option if they like, but it doubt it was intended to be the go-to. Sneak Attack is already powerful enough, and probably shouldn't be done with d10 weapons most of the time. At least, that's my opinion. If you measure the value of my opinions is terms of D&D, they are maybe worth a copper each, but I do offer a lot of them, so someday I'll be rich.
