Another question: Could my halfling rogue use it in conjunction with his Hat of Disguise? Right now, he's limited to an apparent max height of 4'3", limiting the usefulness of the Hat. The Circlet would make him medium sized, greatly expanding the versatility of the Hat. I'd hate to burn two of his attunements on this niche usage, but I can see times when it would come in handy.
The Magic Items rules say a character can’t normally wear more than one item of headwear but that a DM can make exceptions; a character might be able to wear a circlet under a helmet, for example, or to layer two cloaks. If the DM allow both a magic hat and circlet, then, i'd say the Hat of Disguise illusion spell will modify the look of your transformed appearance from the Circlet.
