Yeah, the standard way of roll a d100 is absurd and extremely counterintuitive and I hate it. But you're supposed to not add them (despite literally every other roll that you will ever make will expect you to add them), but to read them as if they formed the 2 digits of a number. That's why most d100 tables don't refer to 0 and 00 as "100", but as "00".
So a 90 and a 10 gives 100? So on one die the 00 is actually "90" and the other the 0 is actually a "10"?
If 00 is 100 then what is it when you roll a 00 and a 1? Does it start reducing then going down to 99?
You don’t add them. One dice is the 10’s digit and the other is the 1’s digit. A 90 and a 0 is 90. A 00 and a 9 is 9. So a 00 and a 1 is 1.
The 100 (a 00 and a0) is kind of an exception.
Wait... so if you roll a 00 then a 2 is it just 2 then? How would u ever get 2-9%?
Yes. If you roll a 00 and a 2, the result is 2.

The die showing 00-90 generates the tens column on your roll. The one showing 0-9 generates the ones column
90 and 4 gives you 94
00 and 4 gives you 4 (or 04, if you prefer)
00 and 0 gives you 100, because that's the only result that ends in 00
