They could, Teleportation is a way to get around Booming Blade Catch-22.
Is it? Teleportation is still moving. It says it doesn't provoke opportunity attacks, but it doesn't say it doesn't count as moving.
If you teleport, you disappear and reappear elsewhere instantly, without moving through the intervening space.
While not official ruling per se, if it interest anyone the Dev did mention Booming Blade means movement in the game's normal sense.
@DnDAthenaeum In SCAG, under Booming Blade, does movement refer only to overland movement, or any movement (like an attack, waving, etc.) @JeremyECrawford When booming blade refers to moving, it means movement in the game's normal sense: moving X feet.
