So I just realized that with the 2024 rules, it is possible to get proficiency in all 18 skills by character level 3. I thought that I should share this. The only caveats - you have to be able to use old content (not stuff that has updated version), and you have to be able to use either a custom or old background (so you get to pick your origin feat and skill proficiencies). Here is how it works:
Why are you bring up old rules to highlight something? You are still using 2014 rules based on your caveat. With 2024 rules out, why just go back to only 2014 rules that have not been updated, I bet there is a version 3.5 that gives you every skill as well.
The 2024 PHB is designed to work with any older 5E content that does not have an updated version. This is all I was saying you must be able to use. Some table are not allowing the built-in backwards compatability, so this setup would not work at those tables. The idea of mixing 5E and 3.5E on the same character seems...problematic.
With this build you have an extra invocation that isn't being used. So if you built it to be charisma forward, use true strike, and grab agonizing blast, you would still do good damage as a rogue.
Not sure I see what the big deal is here. The 2024 rules are meant to give you a bit more (feats being a bit more achievable and also granted free) and you have chosen to spend pretty much all your resources on gaining skills instead of other things.

The big deal here would really come online later once you get Reliable Talent. At character level 9, you would be incapable of rolling less than a 13 with a skill check using a dumped stat. So even with 8 Strength, you couldn't get less than a 13 on an Athletics check. Having proficiency in all skills would make you the master of skill checks...and a total pain to your DM.
