The fact that See Invisibility and True sight specifically allows you to see invisible creatures, implies that the general case is you cannot see invisible creatures.
There's a lot of things that imply that they were still thinking of the Invisible condition as working identically to 2014, but they changed the condition itself, so the result is just a lot of inconsistent rules.
But the thing is, I can't find the rule that says that. I know that an invisible creature can still be perceived without a perception check (assuming they're not hiding), and that it's actually important for balance (otherwise Greater Invisibility would be absurdly OP), but I can't pinpoint a specific rule that makes it clear.
You won't find it because it doesn't exist. Perception has nothing to do with finding someone who is invisible. It does have to do with finding hidden creatures. There's no difference between Greater Invisibility and Invisibility. They both have the same Invisible Condition. There's nothing to balance. You can't (always) hit what you can't see. It doesn't matter if it has to do with Blindness, Invisibility or Darkness/heavily obscured. Pg's 19 and 26 is pretty clear about vision, unseen attackers and targets.
